Several states have voted to reform their drug laws in response to the opioid epidemic and as a way to address high rates of drug-related incarceration. What do you think of this, and other, solutions?

What do you think? Is addiction a disease or a choice?

Punitive policies around drugs mark people who use them as criminals, and contribute to the overwhelming stigma against them and addiction.

Today Vermont voted to approve the decriminalization of possession of "harder" drugs. Here in Oregon similar legislation was passed last year. There is a distinct difference between legalization and decriminalization. In Oregon, for first offenses, a person is required to either pay a $100 fine or undergo an evaluation for drug addiction. For second offenses, the evaluation is mandatory.

There are two schools of thought on this:

1. it will increase the likelihood of addiction and its subsequent consequences. It will create a higher financial burden to taxpayers to absorb the impacts of these consequences.

2. It will increase access for those already addicted to get help, and reduce the overall impact of addiction on the states that have adopted these policies. While the increase cost of state funded treatment will increase, the overall financial impact will be reduced because the cost to police, prosecute and jail offenders will be greatly diminished.

We aren't in the middle of an opioid crisis, we're in the middle of an addiction crisis. As a nation we continue to believe that this is a supply-end problem. It's not, it's a problem of demand. Once we look at this in it's proper light, we can begin to appropriately apply a solution.
