UCBMUN is University of California, Berkeley's competitive Model United Nations team. In addition to its top ranked travel team, UCBMUN hosts the west coast's oldest running intercollegiate conference every year in spring in San Francisco, CA. The year is 2017. A storm has swept through American politics, leaving convention in ruins and ushering in a presidency unlike any before. Donald J. Trump, real estate mogul and political outsider, has taken the oath of office. His rise marks a seismic shift in the nation's leadership, a rejection of establishment norms in favor of disruption, spectacle, and unfiltered ambition.

Inside the West Wing, the newly formed Cabinet convenes for the first time. Around the table sit generals, billionaires, ideologues, and loyalists, each wielding influence over the direction of a divided nation. The world watches with bated breath as old alliances tremble, institutions face unprecedented scrutiny, and the pillars of democracy strain under the weight of change.

After decades of war sparked by Napoleon, Europe stands on the brink of another crisis. With Napoleon defeated and France weakened, the great powers meet at the Congress of Vienna to rebuild the continent and attempt to secure lasting peace.

Austria, Russia, Prussia, Britain, and restored Bourbon France dominate the negotiations, each pursuing its own interests-some pushing for restored monarchies, others seeking territorial or political advantage under the guise of stability. Smaller states and emerging nations hope to influence the outcome, even as imperial ambitions and lingering tensions threaten true peace.

Delegates face fundamental choices between peace and power, stability and justice, legitimacy and self-determination. Their decisions at the Congress of Vienna will shape Europe’s future and determine whether the continent enters a lasting peace or plants the seeds of the next upheaval. The Congress is structured like the UN Security Council, with the five great powers holding veto authority and other states serving as rotating members.

Topic A – Child Survival and Health (UNICEF Goal Area 1):
This topic addresses the major, largely preventable causes of illness and death among children and adolescents, including infectious diseases, malnutrition, injuries, and complications from pregnancy and childbirth. Although effective interventions like vaccines, medicines, and therapeutic food exist, many children lack access due to poverty, geography, or weak government systems. The focus extends beyond medical solutions to strengthening health and sanitation systems, addressing gender-responsive health needs, and protecting child health in humanitarian and conflict settings.

Topic B – Education and Future Skills (UNICEF Goal Area 2):
This topic focuses on ensuring children gain the education and skills needed for healthy lives, employment, and civic participation. Despite the importance of education, hundreds of millions of children fail to meet basic literacy and numeracy standards. The goal is to support learning from early childhood through adolescence while tackling challenges such as poverty, inequality, geographic isolation, and the digital divide.
