But market consolidation and vertical integration between MCOs and PBMs mean that they are incentivized to drive prices higher, as evidenced by Counts’ report, and to push independent pharmacy payments lower, as evidenced by the nation’s pharmacy closure epidemic.

“I think we're in for a lot of hurt as a health care community with the burden of all of this, of having to track down prescriptions of turning people away,” Arnold said. “But I also think that we're gonna have a lot of really sick people in Maine, where our vaccination numbers will really suffer if we don't get this access issue fixed.
