Hiring Terminal Manager at Edwards AFB
Terminal Manager (TM): Applicants should have at least 10 years’ experience working in a military or commercial fuels operation; at least 5 of which will be at the management/supervision level. Experience base should include all aspects of bulk petroleum terminal operations, aircraft servicing, cryogenic operations, fuels accountability, automation equipment and initiatives, quality control, budget control, and logistics planning. Well qualified applicants will have successfully completed the DLA Responsible Officer/Terminal Manager course.
The TM oversees fuels management services to include aircraft servicing, bulk storage, cryogenics, accounting, laboratory, compliance, and a dispatching function. The TM schedules employees to meet mission requirements based on projected workload factors. He or she enforces corporate policies and ensures operations are conducted in accordance with all applicable governing requirements. The TM provides direct supervisory functions for all contracted employees and performs human resources functions as applicable. The TM understands the operation of bulk storage tank farms including the receipt, storage, transfer, and issue of petroleum products. The TM will also possess comprehensive knowledge of the use of mobile truck systems to perform both cold and hot aircraft refueling operations. He or she implements maintenance programs for facilities, equipment, and vehicles designed to prevent or minimize any impact to contract operations. He or she will be knowledgeable on managing processes to receive, store, issue, and sample cryogenic products. The TM accounts for and safeguards both contractor and Government-owned property to include DLA Energy petroleum products. The TM oversees quality surveillance measures and ensures petroleum products are stored and analyzed in accordance with applicable standards. He or she establishes environmental, safety, and training programs for assigned personnel. Finally, the TM performs additional duties as required by contract and/or facilitated by procedural changes.
Primary Duties and Responsibilities
Administers contract operations IAW Performance Work Statement (PWS)
Executes signatory authority for Defense Working Capital Fund fuels account
Implements a dispatch, accounting and laboratory function to meet mission requirements
Manages storage operations to receive, store, transfer and issue aviation and ground fuel
Employs inventory and fuel accounting process IAW DLA-Energy policies
Ensures all quality surveillance tasks are conducted to meet mission requirements
Collaborates with supported organizations to develop a cryogenic conservation program
Creates maintenance program to maximize vehicle and equipment in-service rates
Validates PWS tasks are conducted safely and maintains a safe work environment
Directs information, operations, communication, physical & personnel security programs
Maintains strict compliance with environmental protection, spill prevention, and response
Establishes training programs and ensures personnel are qualified to perform duties
Maintains and safeguards all Contractor furnished and Government-owned resources
Communicates repair of government equipment, facilities, and vehicles
Submits reports to higher headquarters as required
Responsible for prompt reporting of accidents/incidents, injuries, near miss and hazardous situations and violations
Serves as liaison between Corporate Human Resources and Employees
Reviews and approves employee timesheets
Essential Knowledge, Skills, and Abilities
Ability to read, write, speak and understand English fluently
Ability to multi-task and prioritize workload in a fast-paced environment
Ability to research and interpret regulatory guidance to include DLA-Energy policies
Ability to pass flight line driving tests and meet vision requirements
Ability to communicate both orally and in writing
Proficient in the use of Microsoft Office products to include Word, Excel, and Powerpoint
Proven leadership and analytical skills
Prior experience working with DLA-Energy capitalized fuels operations
Knowledgeable of OSHA requirements for fuels and cryogenic operations
Knowledgeable of DLA-Energy Sustainment, Restoration, and Modernization program
Certifications
Air Force Fuels Career Field (or sister service equivalent) seven-skill level (2F071) or nine-skill level (2F091) or similar commercial/military standards
Must have completed or be scheduled to attend the DLA-Energy Terminal Manager/Responsible Office Course and recurring training requirements IAW DLA-Energy Policy P-32.
Education and Experience
Associates degree (Experience may be substituted)
Minimum of ten years’ experience managing bulk fuels and aircraft refueling operations
Minimum Requirements
Must be able to pass a background check
Successfully pass a drug screening test
Legal right to work in the United States
Must be available to respond after-hours as necessitated by mission require
