CJCares is a division of the Central Jackson County Fire Protection District (CJCFPD) Community Risk Reduction Bureau. CJCares started as a pilot program in September of 2016. CJCFPD had seen a 5% increase in call volume each year for four consecutive years. The district also recognized another trend; ours calls for emergency service might be preventable in nature if we would connect our patients with appropriate care or resources prior to a medical emergency. Leaders of the district decided to try a preventative approach to EMS with the goal of increasing availability of emergency resources.
CJCares is now a full time division within the fire district. CJCares is staffed with two Firefighter/Parmedics, who have expanded their education to include a Community Paramedic certification. The department received a grant from the Healthcare Foundation of Greater Kansas City early in the program, to offset the cost of that additional education. The crew works Monday through Friday 7:00a to 5:00p providing our community with 50 hours per week of service. CJCares employs a traditional fire prevention approach to address the unmet medical needs of our community. Through data collected from EMS calls, CJCares is able to identify at risk populations. As an example, “falls” of all types make up 14% of the total calls for assistance. The average age of the patients needing services for falls is 72.4 years old. Given this information, CJCares is working closely with healthcare providers as well as cities and senior centers to come up with a fall prevention program to combat this issue.
CJCares provides resource navigation, as well as clinical care coordination. CJCares also offers in-home assessments, home safety evaluations, medication inventory, education pertinent to patient diagnoses and medication, and fall risk assessments. We use whatever means or resources necessary and available to us to serve our community and keep its members healthy and at home.
The CJCares crew is trained to identify and de-escalate mental health crises and works very close with mental health professionals to get individuals in crisis the help and care they need. CJCares will also be taking an active role in battling the opioid overdose crisis. CJCFPD crews will soon be participating in a Narcan leave behind program. This program will be rolled out in the fall of 2019.
