Idaho Health Care Association The Idaho Health Care Association is a member driven association Associate Membership in IHCA is a viable, vital, and valuable investment.

As a Platinum, Gold, or Associate Member, you will be making a statement of support for the industry that supports you. We would be honored to include your organization in our Associate Membership. As a Facility Member of IHCA you combine with other members of the industry to amplify your voice and powerfully advocate for your profession and industry. You receive access to innovative and timely education for the improvement of your team members and your organization. Most importantly, you receive the information and expertise necessary to effectively and efficiently care for the lives entrusted to you. A consistent goal of IHCA has been to protect and increase Medicare and Medicaid reimbursement. Facility Membership in IHCA also provides automatic membership with our national affiliate, American Health Care Association | National Center for Assisted Living (AHCA|NCAL). AHCA|NCAL's role is vital on the national long term care front in Washington D.C., just as IHCA’s role is essential here in Idaho. Both IHCA and AHCA|NCAL have proven track records of positively affecting regulations, trends, and legislative policies.

Hello Members and Idaho Healthcare Advocates! This is Robert Vande Merwe, Executive Director of the Idaho Health Care Association. It’s been a wild ride during this year’s legislative session. While things should be winding down soon, there’s still uncertainty as lawmakers continue to debate the Medicaid budget. The legislature voted to extend the 4% cuts through July 2027. Some pushed for deeper cuts, while others argued the current reductions are already too much. We’re hearing real concerns, people are being impacted, and some agencies and facilities may not survive if further cuts are made. Conversations are happening daily, and our lobbyist is actively at the table advocating for you.

Another key issue still pending is the Rural Health Transformation Grant. Idaho is set to receive $185 million over the next five years, but it has not yet been approved. This funding is critical. While other states are already moving forward, we are working on an application focused on strengthening rural healthcare, helping individuals stay safely in their homes and facilities, reducing hospitalizations, and improving access to both technology and workforce support. A dedicated committee is actively developing this proposal.

Also, a reminder: the primary election is just two months away—May 19. Your vote matters. Many races are extremely close, and the primary often determines the final outcome. Even if you’re frustrated with politics, this is the moment to make your voice heard. We’ll be sharing information on candidates who support our issues.

Finally, we want to continue building strong relationships with legislators. Many are interested in touring your facilities and learning more about your needs. Hosting a visit now can make a lasting impact for the future.

The Idaho Health Care Association has an important update to share. The legislature has voted to extend the 4% Medicaid cuts. While this is disappointing, we are continuing to advocate for a full restoration of those funds.

There is some encouraging news: lawmakers approved an additional 1% cut to every other area of state government — excluding Medicaid and Education. Beginning next July, there will be an additional 2% cut to other state government areas, again excluding Medicaid and Education.

We believe the nearly 2,000 letters sent to legislators made a meaningful difference. Your voices are being heard. But our work isn’t done. We must continue pushing not just to avoid further cuts, but to reverse the existing Medicaid cuts altogether. We also have alternative proposals to help the state save money without relying on across-the-board reductions, and we’ll be sharing more about those soon.
