NPS HEALTHCARE CONDEMS VA'S DECISION TO END GENDER-AFFIRMING CARE
Brentwood, Tennessee, March 18, 2025 – NPS Healthcare strongly condemns the U.S. Department of Veterans Affairs (VA) recent decision to phase out gender-affirming medical treatments for transgender veterans not already receiving such care. This policy shift is not only a betrayal of the VA’s duty to provide comprehensive care to those who have served but also a direct affront to the well-being of transgender veterans who rely on these essential services.
As a healthcare provider with a clinic in Norfolk, Virginia, located at the LGBT Life Center, NPS Healthcare is deeply concerned about the impact this decision will have on transgender veterans in the region. Norfolk is home to Naval Station Norfolk, the world’s largest naval base, with over 82,000 active-duty military personnel and more than 29,000 civilian employees. Many of these service members and veterans depend on access to inclusive, affirming healthcare.

Transgender service members have risked their lives for this country, yet the very institution tasked with their care is now turning its back on them. Denying medically necessary treatments based on political ideology rather than scientific evidence is unacceptable, " stated John D. Winnett, Co-founder & CEO. The VA’s new policy comes in the wake of President Trump's executive order defining s*x as strictly binary, which has led to widespread rollbacks of protections for transgender individuals. However, leading medical authorities—including the American Medical Association(AMA), the American Psychological Association (APA), and the World Health Organization (WHO)—have long recognized that gender-affirming care is essential to the mental and physical well-being of transgender individuals.
NPS Healthcare urges the VA to reverse this harmful policy and recommit to its mission of serving all veterans, regardless of gender identity. In the meantime, we will continue to stand as a trusted healthcare provider for the LGBTQ+ community, ensuring that transgender veterans and service members in Norfolk and beyond receive the care they deserve.

While the VA never offered gender-affirming surgery, it did offer treatments like hormone therapy. The agency says less than than 0.1% of the 9 million veterans it provides care for identify as trans.
