Last November, we were awarded a grant from MaineHousing to begin the process of establishing Androscoggin County’s first 24/7 low-barrier shelter. This award was not a guarantee of funding, but rather the starting point of a challenging journey to secure the necessary resources to bring this vision to life.

Over the past several months, our team has faced obstacle after obstacle. Yet through it all, we never gave up, never stopped showing up, and never lost faith in this mission.

Today, we are proud to announce that this dream is becoming a reality. Soon, Androscoggin County will have a 24/7 shelter offering full wraparound services—designed to meet the needs of our most chronically unhoused neighbors and help them work toward stability and self-sufficiency.

FOR IMMEDIATE RELEASE

MaineHousing Commits $2.5 Million to Kaydenz Kitchen for 24/7 Low-Barrier Shelter in Lewiston

Lewiston, Maine – August 2025 — Kaydenz Kitchen is proud to announce that MaineHousing has confirmed the release of $2.5 million in critical funding to support the launch of a 24/7 low-barrier emergency shelter in Lewiston. This milestone represents a major step forward in addressing homelessness and providing compassionate, dignified care to the most vulnerable members of our community.

The shelter, set to open at 70 Horton Street, will operate year-round, serving as the first low-barrier, 24/7 emergency shelter in Lewiston. Designed to meet people where they are, the shelter will provide access to essential services without preconditions such as sobriety or program participation—creating a truly welcoming space for those experiencing homelessness.

“MaineHousing’s investment in this project demonstrates their commitment to equitable housing solutions and community-based partnerships,” said Kevin Boilard, President of Kaydenz Kitchen.

“This shelter is not just about beds—it’s about safety, dignity, and offering people a pathway forward.”

In addition to MaineHousing’s support, this project has received commitments from the City of Lewiston, Lewiston Housing Authority, and key community partners, reflecting a broad coalition invested in solving the region’s housing crisis. The shelter is expected to open at the start of the new year, following renovations and staffing preparations, with a goal of housing up to 40 people.

“MaineHousing is pleased to see this important shelter for Androscoggin County moving forward. This effort is entirely the result of the unwavering work, devotion, and dedication of the team at Kaydenz Kitchen,” said MaineHousing Senior Director of Government Relations and Communications Erik Jorgensen. “Their selfless caring for others in our community who are experiencing homelessness is making a real difference and is an example of how, working together, we can create lasting solutions to homelessness in Maine. We are so grateful for this organization’s efforts and the strong support they have seen from the elected leaders in the City of Lewiston and others across Androscoggin County.”

The team at Kaydenz Kitchen expresses deep gratitude to MaineHousing and all those who have contributed their time, advocacy, and resources to bring this critical project to life.

Our Story

Crooked River Counseling was founded by Catherine Clough-Bell, LADC, CCS in 2005 when Catherine decided she wanted to provide services closer to her home community. The name Crooked River Counseling was born as a result of Catherine & Gary Bell’s love for the Crooked River and its symbolism to their family; they got married “in” the Crooked River and bought a home located on the Crooked River so when it became time to name the agency Crooked River Counseling was a natural fit.

Crooked River Counselng began in a small building on Winter St. in Norway Maine providing outpatient, group and family substance misuse treatment. In 2007 after providers voiced a need for more service in the area Crooked River Counseling added an Intensive Outpatient Treatment Program (IOP). In May of 2009 Crooked River Counseling partnered with Dr. Craig and Jen Smith from the North Bridgton Family Practice to provide integrated substance misuse treatment and expanded services for patients that needed Medication Assisted Treatment (MAT) for opioid addiction. Thus the treatment model of integrated substance misuse treatment within the primary care setting was born.

The program steadily grew and later that year of 2009 Crooked River Counseling moved to a larger space in South Paris to accommodate the growth. In 2013, the program began another growth process with the addition of a satellite office in Bridgton Internal Medicine working with Dr. Peter Leighton. In Early 2015, Crooked River Counseling recognized it would be more beneficial for clients that the main office be located in the Bridgton community and in March of that same year Crooked River Counseling was invited by the Bridgton Hospital to move onto campus. In May of 2015 we expanded our services and were granted a mental health license and began focusing on the co-occurring population. Later that year we integrated within the Fryeburg Family Medicine practice working closely with Dr. Eric Slayton to provide the same integrated care that had been so successful within other primary care practices. In August 2016 physicians requested Crooked River Counseling open an office in Rumford and integrate with Swift River Medical Practice and the Rumford Hospital. Our Rumford location provides all the services Crooked River Counseling in Bridgton provides including Intensive Outpatient Treatment (IOP).

CRC employs experienced and skilled substance misuse and mental health professionals in order to provide the best care possible utilizing evidence based practices. We focus not only on the substance use and mental health disorders but also take a holistic approach to treatment by incorporating the 5 dimensions of wellness into all treatments; emotional, intellectual, physical, spiritual and social health which addresses home, health, purpose and community that supports recovery as a process of change through which people improve their health and wellness, live self-directed lives, and strive to reach their full potential.
