The Broken Arrow Chamber and Broken Arrow Economic Development Corporation Boards oppose State Question 832 for one key reason:

This measure creates a permanent automatic wage escalation system with no cap and no future flexibility.

Our concerns include:
- Loss of local control over future wage decisions
- No safeguards during economic downturns or industry challenges
- Long-term uncertainty for employers, employees, and Oklahoma’s economy

We support competitive wages and a strong workforce.

We believe these decisions should remain flexible and reflect Oklahoma’s economic conditions.

As demand increases from large-load utility users like data centers, this legislation helps ensure Oklahoma can remain competitive for major investment while protecting existing businesses, residents, and communities from bearing added utility costs.

HB 2992 establishes a clear framework requiring large-load customers to cover the infrastructure and energy costs they create, rather than shifting those expenses to other ratepayers. It also creates greater transparency, accountability, and long-term planning standards for high-demand projects across the state.

This is a meaningful move for Oklahoma’s business climate, supporting both economic opportunity and infrastructure sustainability as the state continues to attract high-impact investment.
