Lice is second to the common cold, in childhood ailments. 2nd!! Repeat that!
Does not mean dirty at all. The only requirement to get lice, is to have hair.
"Checking" for headlice is most often done inaccurately. You cannot check dry hair accurately. If it's very apparent then it is ok. But if it's a recent exposure or mild case, it's nearly impossible to check and properly diagnose by just " looking" at dry hair.
Treating headlice should be redefined as "REMOVING headlice". You cannot add anything (creams, shampoos,etc..) to someone's hair/scalp and expect to RID lice.
It absolutely must be manually removed using a professional nit comb (not the combs that come in kits or sold at the pharmacy, they aren't made right).
