NEW UPDATED TRANSITION HANDBOOK AVAILABLE FOR FREE

We are pleased to announce that The Down Syndrome Transition Handbook: Charting Your Child's Course To Adulthood has been completely rewritten and is now available as a free downloadable resource.

Originally published in 2010 by Jo Ann Simons, President and CEO of Northeast Arc, this landmark handbook has been updated in partnership with Stephanie Meredith, who holds a doctorate in public health focusing on disability and health. The second edition features approximately 30-40% revised or new content, addressing critical topics ranging from accessing education supports for transition goals to building communities to applying for adult services like Medicaid and Supplemental Security Income.

"About 30% - 40% of the content in the book has changed or is new content, including huge changes in technologies and updates in the way guardianship and supported decision making is perceived," said Jo Ann Simons.

Stephanie Meredith adds, "My son who has Down Syndrome is now 25 so it was interesting to go through the book with Jo Ann and see how much has changed in the last fifteen years, including new laws designed to support people with disabilities."

The updated handbook includes expanded coverage of federal policy changes, technology advances, supported decision making, and additional family stories.

URGENT Action Alert! https://www.votervoice.net/MDSC/campaigns/130791/respond

On October 10th, nearly all staff within the Office of Special Education Programs (OSEP) and the Rehabilitation Services Administration (RSA) were notified that they will be laid off, effective December 9, 2025.

OSEP implements the Individuals with Disabilities Education Act (IDEA) - the federal law guaranteeing every student with a disability the right to a free appropriate public education. OSEP staff distribute federal funding, monitor compliance, and provide crucial guidance to states and school districts.

Similarly, RSA administers programs like Vocational Rehabilitation and Supported Employment, which help people with disabilities pursue meaningful employment and independent living as they transition into adulthood.

On the 50th anniversary of IDEA, we have an opportunity to reaffirm our commitment to strong, effective supports for students and adults with disabilities. Reducing the capacity of OSEP and RSA would make it more difficult to uphold these essential protections and deliver the supports that families, schools, and communities depend on.

MDSC is actively working with our national partners, including the National Down Syndrome Society (NDSS) and the National Down Syndrome Congress (NDSC), to address this urgent concern. We have signed on to the national letter of a Broad Coalition of Disability, Civil Rights, and Education Organizations calling for the immediate reversal of the RIF and restoration of OSEP and RSA staff. We will continue to stay up to date on any developments and keep the MDSC community informed as things progress.

As of October 15th, a federal judge has issued a temporary restraining order requiring the Administration to pause implementation of all Reduction in Force (RIF) notices issued during the government shutdown, including those at the Department of Education. While this court order provides a temporary hold, it is not a permanent fix - we need our community to advocate in order to ensure these firings are fully reversed.

What You Can Do
- Please take immediate action here to stop these firings and restore the staff who protect the educational rights of children with disabilities. Contact your members of Congress and urge them to ensure the Department of Education maintains full capacity to enforce IDEA and support state and local programs.

- Stay engaged locally. If federal capacity diminishes, your local Special Education Parent Advisory Council (SEPAC) becomes more crucial than ever. Join, attend meetings, and take part in state-level advocacy to help ensure that, as Massachusetts navigates any upcoming changes, special education remains a top priority in your community.

- Share your story. Visit your Members of Congress or their staff in their local offices and explain why special education is important and why Congress needs to act immediately to reverse the OSEP and other Department of Education staff firings.

The MDSC strives to ensure all individuals with Down syndrome in Massachusetts are valued, included, and given opportunities to pursue fulfilling lives by providing information, networking opportunities, and advocacy for people with Down syndrome and their families, educators, health care professionals, and the community-at-large.

The MDSC was founded in 1983 when parents met in a living room to share information about their children, provide support for each other and strategize how to educate their families, schools and communities. More than three decades later, the MDSC has over 3,500 members, an energetic Board of Directors, a dynamic management team, and a vision to ensure that every person with Down syndrome has the opportunity to reach his or her full potential.

Today, with our wealth of connections and expertise, the MDSC is prepared to meet the needs of all our families on a number of levels through longstanding, proven programs and bold new initiatives. The MDSC offers a broad array of programs to serve people with Down syndrome and their families throughout the state, including: our signature Parent's First Call Program, a volunteer, state-wide group of trained parent mentors available 24/7 that is a national model; two major annual conferences and an adult conference, which draw national and international experts in their fields; a Buddy Walkยฎ Program that includes 3 Buddy Walks throughout the state; our Your Next Star employment initiative, which is opening the eyes of employers to the value of employees with Down syndrome; Self-Advocate Programs like Advocates in Motion and our Self-Advocate Advisory Council, which provide opportunities for teens and adults with Down syndrome while making empowerment a central component; and our public policy program, which has passed major legislation on the state level and been a leader nationally.
