Fire Chief Jacob Clifton Appointed to Texas Emergency Management Advisory Council Executive Board
The SKVFD is proud to announce Fire Chief Jacob Clifton has been appointed to the Texas Emergency Management Advisory Council (TEMAC) Executive Board, a significant statewide leadership role supporting emergency preparedness, response, recovery, and mitigation efforts across the State of Texas.
The Texas Emergency Management Advisory Council serves as a critical advisory body to the Texas Division of Emergency Management (TDEM), providing professional insight and strategic guidance from experienced emergency management leaders throughout the state. Appointment to the TEMAC Executive Board reflects a high level of trust and recognition of leadership, experience, and commitment to public safety.
Chief Clifton currently serves as Fire Chief of the Skellytown Fire Department, where he has led the departmentโs growth and modernization. He also serves as EMS Director for the Hemphill County Hospital District EMS, overseeing emergency medical services operations and system development. In addition, Chief Clifton has played a key role in emergency services governance through his leadership in the establishment and advancement of Carson County Emergency Services District No. 2. Chief Clifton also serves on the Panhandle Regional Emergency Management Advisory Council (PREMAC) board.
With more than a decade of experience in fire service, EMS, and emergency management, Chief Clifton brings a multidisciplinary perspective to the Executive Board.

Chief Cliftonโs appointment underscores the importance of strong rural and volunteer-service representation in statewide emergency management planning and policy. His experience in both operational response and organizational leadership will help ensure that diverse community needs are reflected in executive-level decision-making.
The appointment is effective January 1, 2026 and will end on December 31, 2027.
