Community Resource Center (CRC) is a private, not-for-profit corporation serving residents of Marion, Clinton and Fayette Counties. It is governed by a nine member board of directors. Funding for services is provided in part by the Department of Human Services Divisions of Alcoholism & Substance Abuse, Community Health and Prevention and Mental Health. CRC provides programs for the prevention, int

ervention and treatment of mental health problems and substance abuse disorders. Educational programs, advocacy, support groups, outreach and transitional living are also available. All information regarding agency clients is confidential and cannot be shared with any other agency or individual without the client's written authorization, except in specific situations such as an emergency.

Meet the faces behind our new partnership with New Life Midwest PLLC!

Jacob Scheer, a physician specializing in internal medicine, recognizing the need for substance use treatment, completed a fellowship in addiction medicine at St. Louis University. His wife, Brandy Scheer, a Nurse Practitioner certified in family medicine, shifted her focus to addiction medicine after her brother's overdose in 2016. She has worked as a hospitalist and earned an MBA and MHA from the University of Phoenix in 2023.

The Salem Police Department would like to inform the public of a new law that will change the way the police respond to some non-emergency calls regarding mental health.

The Community Emergency Services and Safety Act (CESSA) was signed by Governor Pritzker in 2021 with an effective date of July 1, 2025. The goal of the law is to prioritize the use of mental health professionals in the form of mobile crisis teams. In some situations where there is no crime being committed and no reported danger to themselves or others, the law prevents police officers from responding unless requested by a mobile crisis team.

While the law will take full effect on July 1st, the Salem Police Department has begun implementing these changes in coordination with the Community Resource Center and the Illinois Department of Human Services (DHS). Our department will be providing feedback to DHS to improve the policies and procedures.

If you call the Salem Police Department in reference to someone who appears to be suffering from a mental health issue, be prepared to provide information about whether that person is currently a danger to themselves or others. If there is no immediate danger and no crime being committed, the caller will be transferred to a 988 operator who will then dispatch a mobile crisis team.

If you or somebody you know is experiencing a mental health crisis, you can receive help directly by dialing 988.

The Salem Police Department will continue to respond to all calls for service involving crimes being committed or involving the safety of the public.
