About KCEAA

The Kanawha County Emergency Ambulance Authority is a non-profit organization created in 1977 by the Kanawha County Commission under the Emergency Services Act of 1975. Our GOAL is to enhance the quality of life for all we serve. Our ROLE within the community is to promote growth and development, to prevent accidents and illness through education and to alleviate suffering. Our VISION is a community where wellness, trust and harmony are the way of life. KCEAA employs EMT’s, Paramedics, Nurses and support staff providing Advanced Life Support Emergency Medical Service twenty four hours a day, seven days a week. We have 40 licensed ambulances operating out of 14 stations throughout the Kanawha Valley. We answer approximately 69,000 requests and transported approximately 62,000 patients. Meet Our Crew: 2025 Top Responders 🚨

We’re proud to continue our spotlight series by recognizing Chief David Fletcher, who finished out 2025 strong in the #3 position for department activity.

Chief Fletcher has served in every leadership position within our department. That depth of experience brings stability, perspective, and strong command presence to every incident and every decision. His leadership has helped shape the culture, standards, and expectations that define Belle Fire Department today.

As Chief, the responsibility for every decision, every policy, and every response ultimately rests on his shoulders — and he carries that responsibility with professionalism and integrity. His leadership ensures our community receives not just a response, but a prepared, disciplined, and well-led department.

He leads from the front. While carrying the responsibility of running the department, Chief Fletcher continues to answer calls, respond alongside his firefighters, and remain actively engaged on the fireground. He still attends trainings, participates in meetings, and stays involved in the day-to-day work that keeps our department moving forward.

The members of this department respect him not just as Chief, but as a firefighter who still stands beside them.

Our hearts are heavy today, with the passing of Paramedic David Perry, who had retired after many years of service with KCEAA. David Perry was a paramedic in the field, mentoring new employees, before joining the Education Department and teaching folks how to be great providers. For the better part of two decades, he also led teams of employees into the eye of the storm, providing emergency medical services to areas hit by hurricanes. If you knew him, you know he always had a quick comeback and, if conversations were a competition, he almost always won. Our thoughts are with all those who knew him and loved him. We'll take it from here, Dave.

This week, we are honoring our folks who hit milestone anniversaries with us in February. EMT Kayla Shamblin hit 10 years on February 15 and Paramedic Charlie Cunningham, who serves in our Communications Center, marked 20 years on February 21. Not pictured is Paramedic Patrick Cornell, who recently was promoted to Logistics Supervisor and who celebrates 5 years with KCEAA on Saturday.
