The new Children and Families Specialty Plan (CFSP) will go live December 1, 2025. Blue Cross NC was awarded the contract for the Children and Families Specialty Plan in August 2024 and will be managed under Healthy Blue Care Together.

The Children and Families Specialty Plan is a single, statewide NC Medicaid Managed Care health plan designed to support beneficiaries in receiving seamless, integrated and coordinated health care. This will ensure beneficiaries can access the health care services they need, including mental health services, and continue to work with their doctors if placements move them across the state.

Potential Children and Families Specialty Plan beneficiaries include NC Medicaid-enrolled children, youth and young adults currently and formerly served by Child Welfare.

As a statewide entity, the Children and Families Specialty Plan, regardless of a beneficiary’s geographic location or situation, will provide beneficiaries with the same basic Medicaid benefits and services and the following services:
▪️ Physical health
▪️ Behavioral health, such as outpatient therapy, inpatient treatment and crisis and therapeutic residential options for children
▪️ 1915(i) services
▪️ Intellectual/Developmental Disabilities (I/DD) services
▪️ Long term services and supports
▪️ Pharmacy services

Our FCT Program has expanded to be able to serve families in Rowan County.

Family Centered Treatment (FCT) is a well supported in-home therapy model designed to work with children and families who have long/complex treatment needs, including multiple episodes of out of home placement and psychiatric hospitalizations. FCT is one of few home-based treatment models with extensive experience with youth with severe emotional and behavioral challenges, dependency needs, and mental health diagnosis as well as histories of delinquent behavior, otherwise known as crossover youth. In addition, FCT is extremely cost-effective and stabilizes youth at risk and their families.

We are so excited about expanding our mission and FCT program to better serve Rowan County!

We are hiring multiple positions in Mecklenburg County for our Community Support Team (CST) Program and Peer Support Services Program.

CST is designed to work with adults with Mental Illness and Substance Use needs who have complex treatment needs be able to live in the community.

CST is an intensive community-based rehabilitation team service that provides direct treatment and restorative interventions as well as case management. CST is designed to provide:
•symptom stability by reducing presenting psychiatric or substance use disorder symptoms;
•restorative interventions for development of interpersonal, community, coping and independent living skills;
•psychoeducation;
•first responder intervention to deescalate a crisis;
•and service coordination and ensure linkage to community services and resources.

Certified Peer Support Specialists (CPSS) are highly trained individuals with lived experience who can help with mental health and substance use recovery. They are people with personal lived experience.
Certified Peer Support Specialists:
•Meet people where you are without judgment
•Help navigate the system for treatment, employment, housing, and relationships
•Teach people how to advocate for themselves and work with treatment plan goals

Today we honor all who have served in our armed forces — those who have sacrificed, protected, and carried the weight of service so that others may live in peace and safety.

As mental health professionals, we especially mindful of the courage it takes not only to serve but also to heal. Our veterans remind us daily of the importance of resilience, connection, and support.

To all veterans: thank you for your service, your strength, and your sacrifices. We honor you today and every day. 💙

SPARC Veterans:
As we continue to honor Veterans Day, I want to take a moment to recognize someone special on our team, FCT intern Steve Roth, who served as a Behavioral Health Specialist in the U.S. Army from 2020 to 2024.

During his active-duty service in Germany, Steve supported the mental health and well-being of thousands of service members across Europe. He worked alongside licensed behavioral health professionals to provide mental health support to those who served beside him.

Now, as part of our team, he continues that same commitment to care, and compassion for the families we serve in the community. We’re so grateful for his dedication and the perspective he brings from his time supporting those who served beside him. Thank you, Steve, for your service and for continuing to make a difference every day. 💙

As we continue to celebrate Veterans Day, we also want to recognize another incredible member of our team — Robert Barclay, a Qualified Professional on our Community Support Team and a proud U.S. Navy veteran who served during the Gulf War.

Robert’s dedication to service didn’t end when he left the military. The same commitment, discipline, and compassion that guided him through his Navy service now shine through in his work supporting individuals and families in our community.
We are deeply grateful for Robert’s service to our country — and for the way he continues to serve others every day through his work in mental health. 💙
