Richard Jaglowski, LCSW

Rich, a New Jersey native, received his bachelor’s degree in psychology from Villanova University and his graduate degree in Clinical Social Work from New York University. In the Tidewater area for over 40 years, he has now been associated with CPA for over 20 years.

Rich has been a Clinical Coordinator of an inpatient psychiatric program for over 30 years and now splits his time between CPA and Norfolk Collegiate School where he is their Clinical Coordinator.

At CPA, Rich works with adults, couples and teens utilizing a combination of individual, family and couples therapy. He enjoys working with athletes whose anxiety or lack of focus hinders their development. Growing up, Rich’s father owned a sporting good store. Rich enjoys running, playing golf and many other sports.

Gary L. Starkey, M.D., FAPA
Medical Director

Dr. Starkey has specialized in medication management over the past 40 years in the practice of Psychiatry.

Life experiences include service as a Naval Officer, prison psychiatrist, facility medical director and researcher.

He has taught both medical students and residents at Naval Hospital Portsmouth, Eastern Virginia Medical School, The Edward Via College of Osteopathic Medicine and the Liberty University College of Osteopathic Medicine.

Dr. Starkey is a Board-Certified psychiatrist and a Fellow of the American Psychiatric Association.

When not working, Dr. Starkey enjoys spending time with his large family and following Ohio State football.
