A tongue-tie refers to a short and tight lingual frenulum, the band of tissue that connects the bottom of the tongue to the floor of the mouth. When the tongue is tethered to the floor of the mouth, it's restricted and unable to naturally rest at the roof of the mouth.

Sleep apnea in children is characterized by recurrent episodes of partial or complete upper airway obstruction during sleep. Recurrent pauses in breathing interrupt sleep several times at night, and problems extend throughout the day. More than one respiratory pause per hour is already considered pathological in children.
