CMS recently announced that A/B Medicare Administrative Contractors (MAC) are withdrawing final local coverage determinations (LCD) for skin substitute grafts/cellular and tissue-based products for the treatment of diabetic foot and venous leg ulcers. CMS is preparing to conduct the Outpatient Prospective Payment System (OPPS) Drug Acquisition Cost Survey (ODACS) to collect specific acquisition costs for outpatient drugs and biologicals purchased by hospitals paid under the OPPS. https://hubs.la/Q03Y4fPN0 The agency established the survey in the 2026 OPPS final rule in response to a recent executive order.

CMS recently created a new system edit to help reduce improper Medicare payments for outpatient services provided by acute care hospitals to hospice patients. https://hubs.la/Q03W-12Q0 The edit will automatically compare primary diagnosis codes on the outpatient and hospice claims through an exact diagnosis match, according to the agency.

CMS moved ahead with significant expansions to its site neutral payment policies, https://hubs.la/Q03WmdLQ0 including reductions to payments for certain services at expected off-campus provider based departments (PBD), additional price transparency requirements, changes to its methodology for setting MS-DRG rates, and more, according to the 2026 Outpatient Prospective Payment System (OPPS) final rule.

CMS finalized a 2.6% increase to OPPS payments for 2026.
