Southern Ohio Council of Governments SOCOG provides services to 14 county boards of DD in Southern Ohio.

The Southern Ohio Council of Governments was formed in March of 1996 and began services in March of 1997. The Council was created by Superintendents of County Boards of Developmental Disabilities in Southern Ohio. The Council is a government entity created under Chapter 167 of the Ohio Revised Code, representing 14 County Boards of Developmental Disabilities. The Council provides administrative supports for County Boards in Adams, Brown, Clinton, Fayette, Gallia, Highland, Jackson, Lawrence, Meigs, Pickaway, Pike, Ross, Scioto and Vinton Counties.

West Virginia’s governor has signed a bill to bring the Blue Envelope program to the entire state of West Virginia.
Their program is modeled after ours so users of Ohio’s Blue Envelope program can travel through WV knowing the Blue Envelope is recognized in that state. 💙

At Tuesday's meeting, our advocacy group will be sharing how individuals can be involved in their county fair by submitting projects in the various categories. And, if you need help finding or starting a project, we can help with that too.

Tomorrow's meeting will feature Ross County Advocate Heather Giles who will share the many projects she submits to her county fair. Heather will answer questions about the fair contests and tell us what we need to do to enter our own projects.
This meeting is being hosted at Advancing Abilities at 56 Maple Lane in Chillicothe. All are welcome!

The Blue Envelope Program is almost law in West Virginia, heading to Governor Patrick Morrisey’s desk after the House approved the Senate’s changes.

INCLUSION & PARTNERSHIP....
On February 25, 2026, the Adams County Board of Developmental Disabilities entered into a partnership agreement with Adams County Dog & Kennel to support dog adoptions for the individuals we serve. Through this partnership, any eligible individual served by our Board may adopt a dog without the financial burden of an adoption fee.

We are proud to offer this opportunity to individuals who may benefit from the companionship of a loving pet. Animals have a unique ability to provide comfort, connection, and unconditional support, and we are honored to help foster these meaningful relationships for the people we serve.

Dylan Lowe was the first individual to participate in the program, proudly adopting a small dog and excitedly welcoming his new companion home. His experience reflects the positive impact this partnership can have on the individuals we support.

We extend our sincere appreciation to Adams County Dog Kennel for recognizing the needs of our individuals and for their collaboration in helping create greater opportunities for inclusion within our community.
