Usually babies tuck their chins to their chests in preparion for birth. This allows the crown of their head to be born first, which is the smallest dimension of their heads. (This is where we get the term “crowning”.) Sometimes babies go rouge, though, either keeping their chin neutral or extending it upwards. This results in the top of their head, forehead (aka “brow”), or even face being born first. All of which are normal, albeit more difficult, to birth vaginally.
