Attendees were honored to celebrate Chief Clayton Harris for more than 30 years of exemplary service as Chief of the Cuyahoga Community College Police Department. Throughout his distinguished career, he served on numerous boards across Ohio, including as President of the Greater Cleveland Chapter of NOBLE. His legacy of leadership and commitment to community will live on through the Chief Clayton Harris Badge of Honor Scholarship, inspiring future generations to follow in his footsteps.

Solon Police Department, Ohio

Chief Courtenay Perkins is a 15-year veteran of the Solon Police Department. Prior to his promotion to Chief, he served as Patrol Operations Lieutenant and Director of Training. Throughout his career, Chief Perkins has led numerous community engagement initiatives, including the Police Explorers Program, the Citizens Academy, the Crime Prevention Program, Community Conversations, and educational lectures at Solon High School. He also served for eight years as a member of the Valley Enforcement SWAT Team and has been a highly regarded field training officer and in-service instructor across multiple disciplines.

Before joining the Solon Police Department, Chief Perkins served with the Hubbard Township Police Department and the Youngstown State University Police Department. He is also a proud veteran of the United States Air Force.

Chief Perkins holds a Master’s Degree in Criminal Justice from the University of Cincinnati and is currently pursuing a Master’s Degree in Organizational Leadership from Eastern Washington University. He serves as a Police Academy Commander and Instructor for Kent State University and as an Instructor at Youngstown State University.

Beyond his professional career, Chief Perkins is dedicated to his family and community. He and his wife are the proud parents of six children, three of whom were adopted through foster care. In his personal time, he is devoted to his faith, enjoys being present with his family, coaches youth athletics, and serves actively in his church.

49th. NOBLE National Conference Highlight!

Introducing Leon Ford.
At 19 years old, Pittsburgh Police Officers shot him five times in a tragic case of mistaken identity that left him wheelchair bound.

Guess what? Instead of turning away from law enforcement, he became one of its strongest advocates.

Leon is the Co-Founder of The Hear Foundation, Pittsburgh’s first nonprofit solely dedicated to building trust and safety through collaboration between the community and law enforcement.

For the past two years he has raised funds and committed his energy to bringing youth to NOBLE’s Annual Training Conference, creating spaces for meaningful dialogue with officers.

Through an essay competition in Pittsburgh Public Schools, students share why they aspire to become police officers, and those selected earn the opportunity of a lifetime to learn, engage, and shape the future of policing.

For the second consecutive year, the Shaker Heights Police Department sponsored six officers, from all ranks with at least one year of service, to attend the national conference as part of their professional development.
