Message from Allegany County Sheriff’s Office FOP Lodge #144

What you’ve seen over the past couple of weeks through our posts and award recognitions is just a small sample of what the members of Lodge 144 do day in and day out. The men and women of the Allegany County FOP Lodge 144 are extremely proud to serve and work alongside our administration at the Allegany County Sheriff’s Office.

This work cannot be done without the continued cooperation and support of the Allegany County community, as well as the current administration of the Sheriff’s Office. Your trust and support make a real difference and are deeply appreciated.

As we look toward the future, we are seeking continued and strengthened support from the community and from those considering a run for Allegany County Commissioner, as well as current commissioners seeking reelection, who believe that public safety—law enforcement, fire, and EMS—is a top priority. FRATERNAL ORDER OF POLICE – LODGE 144

ALLEGA​NY COUNTY, MARYLAND

WHEREAS, Lodge 144 of the Allegany County Sheriff’s Office amended its rules to allow the endorsement of a candidate for Sheriff of Allegany County; and

WHEREAS, the Patrol, Judicial, and Correctional members of Lodge 144, having been properly heard, voted unanimously; and

WHEREAS, David Morgan has provided decades of faithful and dedicated service to the members of the Allegany County Sheriff’s Office and the citizens of Allegany County; and

WHEREAS, David Morgan possesses the necessary experience and leadership to fulfill the primary mission of the Sheriff’s Office, including court security, criminal investigations, and civil process service; and

WHEREAS, David Morgan is the proper and qualified choice for Sheriff of Allegany County, Maryland;

On behalf of the members of Lodge 144, it is our distinct pleasure to present you with "The President’s Award" for investigative and professional excellence.
This award recognizes your exceptional work on a fraud case involving a 75-year-old Allegany County resident who lost approximately $100,000. While many such scam crimes originate outside of the country and are often deemed unsolvable, you were not deterred.
Your investigation led to the rare identification of responsible parties, resulting in the arrest of a Jamaican National living in New York and a conspirator living in Atlanta, Georgia. Furthermore, you personally traveled to both New York and Georgia to successfully extradite the suspects to Allegany County to face justice. Your investigative thoroughness and relentless pursuit of the criminal actors protected one of our most vulnerable citizens and ultimately made them whole

Life Saving Award

While conducting proactive rounds, Lieutenant Daniel Gilpin observed an inmate choking on a plastic cup. Lt. Gilpin immediately took action, using pliers to remove the obstruction and restore the inmate’s ability to breathe.

Lt. Gilpin’s quick thinking and decisive response saved a life. His actions reflect the professionalism, dedication, and commitment to service exemplified by the members of the Allegany County Sheriff’s Office and the Fraternal Order of Police, Lodge 144.

VALOR IN BRAVERY
On February 16th, 2025, you responded to Frostburg, MD, to assist the Maryland State Police (MSP) with a group of trespassers. You were advised that this group might be connected to the recent murder of a U.S. Border Patrol Agent.
Your swift research revealed the group's reported involvement in numerous murders nationwide and indicated they were likely armed with superior weaponry and had no reservation about using it.

Understanding the potential danger faced by your colleagues from MSP, you wasted no time responding to the call for assistance. Your selfless courage and professional approach to the incident undoubtedly prevented a violent encounter with the group, who were later confirmed to be members of the "Zizan" cult responsible for the crimes mentioned above.
Therefore, on this 12th day of December, 2025, we proudly award you the Valor in Bravery Award for your courage and selfless actions.

Life Saving Award

On September 9th, 2024, Senior Deputy Chase McKenzie, overheard a medical alert for a subject hanging inside a residence. SD Mckenzie immediately responded to the scene to find a terrified mother directing hm to her son. SD Mckenzie found the door to the location locked from the inside. Thinking quickly, SD Mckenzie gathered breaching tools from his vehicle and entered the structure. He was able to get the victim to the ground and immediately began rendering aid.
Senior Deputy Mckenzie’s swift and decisive action saved the life of a fellow citizen. His actions exemplify the duty and commitment to public service embodied by all members of the Allegany County Sheriff’s Office and the Fraternal Order of Police, Lodge 144.

Life Saving Award

On May 5, 2025, Deputies, responded to a call for a woman suffering from self-inflicted knife wounds. Upon arrival, they quickly secured the scene and began administering critical aid. Recognizing the seriousness of the injuries and significant blood loss, they applied tourniquets to both legs, successfully stopping further bleeding.
Amid intense pressure, the deputies remained composed, coordinated, and decisive—demonstrating exceptional teamwork, sound judgment, and professionalism.
