Sierra Child and Family Services Sierra Child and Family Services was founded in 1988 to provide residential and educational services for emotionally disturbed children in Northern California.

Sierra Child and Family Services (SCFS) is a local, non-profit agency which provides Foster Care, Adoption, Mental Health and Educational Services to youth and families in Northern California. The program began on a five-acre ranch in Placerville, originally serving six boys in residential care and in the on-site nonpublic school. In 1989, a second residential facility was added, and in 1990 a third. This brought the total number of residential students to 18, and opened the door to more classrooms and more students served during the day. By 1992, the nonpublic school was educating nearly 30 students. Also in the late 1980's, the agency founded a foster family agency known as Sierra Homefinding, which at its peak provided foster homes for nearly 20 children in El Dorado and Sacramento counties. The 1990's were a difficult time for Sierra and many similar programs in California. Decreased government funding and a dramatic spike in the California insurance market slowed the agency;s growth and lead to the closure of the foster family program. However, despite these challenges, the quality of care remained, and this paved the way to exciting new ventures to start in the new millenia. The first of the new additions was an outpatient clinic with wraparound services, opened in the summer of 2001. Through this clinic, children from El Dorado County began to receive community-based mental health services aimed at helping them avoid more institutional placements, like group homes, hospitalization, or incarceration. These programs have been proven nationwide to be very effective in producing long-term success with troubled youth and their families. In 2010, we were able to open a second outpatient clinic in Jackson, expanding these services for children and families in Amador County. In 2011, we were given an incredible opportunity to re-enter the world of foster care, as the agency successfully merged with Foster Family and Adoption Services. With six locations in Northern California, the agency regained the ability to provide a full continuum of care and provide permanency for our state's most fragile children - restoring vital services lost with the closure of Sierra Homefinding in the early 90's. With the 2011 realignment of certain programs in California, we have been able to substantially expand out mental health services for children attending public schools. With this new program, children and families receive school and community-based services which enhance mental health, promote school growth, and enable children to better access their education. In 2016, Sierra began a transition the non-public school and group homes into a non-merging partnership with Summitview Child and Family Services, in which Summitview absorbed the non-public school and group home. Shifting focus to expanding outpatient services, Sierra has entered a new phase of serving the youth of Northern California. So what's next? As we look into the future, there are many challenges ahead, and we look forward to continued innovation and growth to meet those challenges. Sierra Child and Family Services is so excited to announce we received a Think Big and Make a Difference grant from the amazing Marcella Foundation! This grant will allow our Tahoe location to relocate into a new, bigger, and beautiful space. This space will be the location where biological families visit with their youth in the foster care system, we provide counseling for some of our most vulnerable community members, as well as housing our hard working staff supporting our community. By relocating to a bright, welcoming and supportive space - Sierra will be able to provide a better experience for its clients and hard working staff. We are so grateful to the Marcella Foundation.

1. A Family Specialist provides one to one mental health rehabilitative services to clients and their caregivers in community and home settings. A Family Specialist will plan and design activities that will assist the child and family in developing the skills needed to reach their individual treatment goals.
2. Our Family Specialists also provide supervision during visits between children in care and their birth families. During these visits, our Family Specialists ensure the safety of the children while modeling and coaching parenting skills to assist the families in their goal of safely reunifying with their children.

The Family Specialist serves as a vital link between the Child/Family and other treatment team members and must have excellent communication skills. Many clients are school age children and are typically provided service after school hours or on weekends. Transportation of clients will be included in services provided.

Essential Requirements:
 Must be willing to complete a personal background investigation, including all
background clearances required by governing agencies.
 Must meet State Community Care Licensing standards for employment/facility management.
 Must be physically and mentally fit to work with potentially violent, emotionally
disturbed clients.
 Must be willing to complete a Health Screen and TB test.
 Must obtain a Red Cross First Aid and CPR Certification.
 Must have prior experience working with emotionally disturbed children.
 Must possess a valid California driver's license and a driving record acceptable to our insurance carrier.
 Must have reliable transportation.
 Must have a bachelor's degree from an accredited four-year college or university in a related field of study.
 Must be able to serve children after school hours. A willingness to work evenings and weekends is essential.

Parent Partners provide active, hands-on peer support to parents and/or caregivers of youth receiving mental health services.

Essential duties: Building positive, trusting relationships with parents and caregivers, engaging them in their child’s mental health services while building caregiver skills and confidence. Supporting parents and/or caregivers in navigating system requirements by strengthening their problem-solving techniques. Support the family in focusing on positive, sustainable long-term changes utilizing mental health principals, including Family Voice and Choice.

Qualifying candidates have direct experience as a biological, adoptive, kin-parent or caregiver of a youth with emotional or behavioral challenges, or have experienced a child serving system. Education in the area of social services is optimal, but not necessary.

ESSENTIAL REQUIREMENTS:
1. Basic knowledge of Child Welfare and Education systems and the ability to advocate on behalf of youth in navigating and negotiating those systems.
2. Ability to work in a team environment; ability to work flexible hours, including evenings and some weekends.
3. Must be willing to complete a personal background investigation, including all clearances required by governing agencies; must meet Community Care Licensing standards for employment.
4. Must be physically and mentally fit to work with potentially violent children; must have unlimited capacity to employ physical emergency interventions; must be willing to complete a health screening examination and TB test.
5. Must obtain Red Cross First Aid and CPR certification.
6. Must possess a valid California driver's license, a driving record acceptable to the agency's automobile insurance carrier, and reliable transportation.

Just when COVID-19 and a shattered economy are putting more stress than ever on families, the proposed California state budget would eliminate implementation of this long overdue support system.

kids in foster care frequently feel that their lives are out of their control they don't have say in where they can go when they can go so they can have a sleepover with if they can see their parents or their siblings it's important to share control when you can one of the easy ways is to give choices.

We have an opportunity and an obligation to fight for safe and appropriate family members as often as we can. It’s not easy. We get attached. We get protective. But what I’ve gathered from my last 6 years of fostering is that there truly are kids out there that don’t have extended family members able to care for them. And those kids need beds. They need homes. They need families. But if we love these kids with closed fists and refuse to let go of them when safe and appropriate family members do come forward, we are missing chances to serve the child that truly is in need. If we want to solve the issue of not having enough foster homes, maybe we need to start with making sure the kids we currently are fostering don’t already have the option to not be in the system with a foster family. Maybe they just need a foster family to step forward and say, I’ll fight for you to fight for them! If for just a moment, let’s put ourselves in the family members shoes. What if you heard of a nephew, niece or second cousin even who was in care and even if you didn’t know them, didn’t want to chance them losing contact with you forever (cause we all know even a great family can promise an open adoption and close it down the road). Would you try and make sure they were with you? But what if you didn’t know how? What kind of impact can we have as foster parents to make sure we speak on behalf of not just the child, but any family member willing to step in the gap. It’s possible. And yes “not all”, but we are truly missing out on REALLY making a difference when we let fear of losing a child in our care to a family member who might be exactly what that child needs to not feel forgotten by their birth family.
