Our commitment runs deep across central and southern Delaware with two hospitals, emergency centers, specialty practices, 990 clinicians and 5,000+ team members. As central and southern Delaware’s largest healthcare system, Bayhealth is comprised of Bayhealth Hospital, Kent Campus and Bayhealth Hospital, Sussex Campus, the freestanding Emergency Department in Smyrna as well as numerous satellite facilities and employed physician practices encompassing a variety of specialties. Bayhealth is a technologically advanced not-for-profit healthcare system with more than 4,000 employees and a medical staff of more than 400 physicians. In Fiscal Year 2020, Bayhealth recorded 96,820 emergency department visits, 18,574 patients admitted to beds, 2,241 births, and provided $68.16 million in unreimbursed care to patients.

Real-time hospital modeling shows the financial and workforce impact of Senate Bill 1 may soar to $413 million in annual cuts and 4,000 jobs risked - a deeply concerning trajectory for the state.

We need healthcare solutions that will close the gaps, not close hospital doors. It's time to collaborate on real solutions for affordability that don’t risk an entire sector’s workforce and service output. We cannot risk cuts across the full spectrum of inpatient and outpatient services.

DHA is concerned that SB 1 will undermine our progress and:

⚠️ Risk healthcare jobs – 4,000 hospital and healthcare workers are on the line.
⚠️ Replace experts in decision-making on hospital rates and value-based care.
⚠️ Cut healthcare services – $413 million annually statewide – for Delaware hospitals, their patients, and communities.
⚠️ Reduce primary care access. As the largest employer of primary care physicians, targeting hospital resources undermines the primary care networks Delawareans rely upon.

Senate Bill 1 takes Delaware backward. It would cut hospital services, healthcare jobs, and reduce access to primary care at a time when our state needs more health care, not less.

Collaborative, expert-led approaches have helped make Delaware the top-ranked state in the country for hospital quality. Senate Bill 1 revives notions already rejected in HB 350 and takes us backward. The legislation would:

⚠️ Risk 1,500 healthcare jobs. During a national provider shortage, recruitment and retention should be key.
⚠️ Replace experts with bureaucrats in making decisions on hospital rates and value-based care.
⚠️ Cut at least $165 million in health care resources for Delaware hospitals, their patients and communities.
⚠️ Reduce primary care access. As the largest employer of primary care physicians, targeting hospitals undermines the primary care networks Delawareans rely upon.

☀️ Congratulations to our February 2026 Sunshine Award winner, Tiara!

Tiara was nominated by a clinical instructor for going above and beyond with students while demonstrating excellence, compassion and teamwork throughout their clinical experience.

By sharing practical tips during patient care and openly discussing her own experiences, Tiara helped students bridge the gap between classroom learning and real-world practice. Her approachable and supportive style created a positive learning environment where students felt comfortable asking questions and building confidence.

One moment that stood out was how Tiara used appropriate humor to ease nerves during challenging or unfamiliar tasks. Her ability to keep the atmosphere supportive and encouraging helped students feel more at ease while still maintaining professionalism and focus on patient care.
