The Alliance Center for Independence mourns the passing of Bob Kafka, a national leader and advocate in the disability rights movement.

Bob was a longtime organizer with ADAPT, serving as co-lead of ADAPT Texas, and the founder of the American Association of People with Disabilities (AAPD)’s REV UP Campaign (Register, Educate, Vote, Use Your Power), which mobilizes people with disabilities to participate fully in the electoral process.

In a statement honoring his life, AAPD wrote that “Bob was driven by the conviction that disabled people deserve freedom, choice, dignity, and power. His ideals were not just dreams; they were a mandate, a directive that guided how he lived his life. He carried his conviction with a steady, patient, laid-back confidence. He believed there was always work to be done, but he also believed in making time for banter and jokes, time to educate and mentor people new to the movement.” You can read AAPD’s full tribute on their website.

Bob was not only an influential national advocate, he was a mentor and friend to many of us at ACI. Over the years, we partnered with him at rallies and actions, including the 2016 protest of Professor Peter Singer in Princeton. Bob played a key role in helping ACI establish the New Jersey Chapter of REV UP, and he personally trained ACI advocates during an intensive ADAPT training in Texas. As recently as this past August, Bob welcomed Luke Koppisch onto his Barrier Free Futures podcast to discuss the gubernatorial election and REV UP NJ.

Bob Kafka’s lifelong commitment to justice, dignity, and power for people with disabilities leaves an enduring legacy. ACI calls on New Jersey’s disability community to honor his memory by continuing the work he championed: organizing, advocating, and pushing forward with the same spirit of dynamism and persistence that defined his life.

On December 22nd, the full NJ Assembly passed A-5462, 7-0. A-5462 sets up two 15 member passenger advisory committees (one in North Jersey and one in South Jersey). The bill passed the NJ Assembly Transportation and Independent Authorities Committee on December 15th. The committee also passed A-5764, which requires operators of Access Link bus service to announce stops.

Both bills are sponsored by Assemblywoman Linda Carter of Plainfield. In January 2025, ACI staff and advocates met with the Assemblywoman regarding the issues faced by people with disabilities using NJ Transit paratransit and fixed-route bus services. A-5762, A5764 and a third bill, A-5763, requiring NJ Transit operators and contractors to develop a training curriculum covering assistance for passengers with disabilities during emergencies and service interruptions, are the result of these discussions.

The NJ Senate companion of A-5754 is S-4587 and was introduced by Senator Angela McKnight of Jersey City and co-sponsored by Senator Patrick Diegnan of Edison.

We need your help to make these bills become law! Contact Luke Koppisch at lkoppisch@adacil.org for more info.

ACI is proud to congratulate our Board Chair, Colleen Roche, on her recent appointment to Governor‑elect Mikie Sherrill’s Transition Action Team as part of the Interdisciplinary Task Force. Colleen brings deep expertise and a strong advocacy record to this role, representing both people with disabilities and New Jersey’s Centers for Independent Living.

In addition to leading ACI’s Board, Colleen serves as Chair of the New Jersey State Independent Living Council (NJSILC), a 17‑member body appointed by the Governor that advances opportunities for people with disabilities to live full, meaningful, and independent lives through planning and advocacy. Her leadership and insight will be invaluable to the state’s transportation planning efforts.

ACI looks forward to working with the Sherrill Administration to ensure that services for New Jersey residents with disabilities are protected, strengthened, and adequately funded to meet the growing needs of our community.
