The purpose of SPARKS is to provide opportunities for educational attainment for talented and motivated youth living in the El Paso area whose access to higher education and/or resources required to stay in such setting is limited. To this end, the officers and members of SPARKS and its associates are committed to researching, developing, executing, and evaluating community targeted intervention projects aimed at promoting the educational interests of youth who:

1. Live in a single parent home
4. Live in a household where siblings or parents did not graduate high school or dropped out of higher education
4. Are subject to additional health and educational disparities as reported by the U.S. Department of Education and the U.S. Department of Health and Human Services

Our targeted intervention plan consists of providing and/or increasing the access to higher education of the targeted demographic population in the following ways:

1. College application information and expenses (including application and exam fees)
2. College preparation and remedial programs
3. College books, materials, and other expenses
4. Childcare services
5. Transportation services
6. Bilingual / ESL instruction and tutoring
7. Employment training/resume building
8. Referrals to free/reduced substance abuse programs, when needed
7. Referrals to free/reduced medical care programs, when needed
