Medicare Payment Cuts Remain Unresolved

Congress has extended government funding through September 2025 but failed to address the 2.83% cut to Medicare physician payments that began on January 1. Despite prior assurances, the "doc fix" was omitted from the latest funding bill.

Rep. Greg Murphy reports that House leadership plans to include a fix in the upcoming budget reconciliation bill. The proposed "Medicare Patient Access and Practice Stabilization Act" seeks to reverse the cut and add a 2% inflationary adjustment for 2025.

Physicians and patients alike await concrete action to ensure sustainable healthcare funding.

The Federal government has taken a range of steps to expedite the adoption and awareness of telehealth. Here are some things to know:

➡️ Non-behavioral telehealth flexibilities extended through September 30, 2025. Medicare patients can continue receiving non-behavioral/mental health services from home via telehealth, with no geographic restrictions, through September 2025.

➡️ Audio-only services still allowed. Audio-only telehealth remains permissible for non-behavioral and behavioral services if the patient can't or won't use video, extended through 2025 for non-behavioral, and permanent for behavioral care.

➡️ Behavioral Health Telehealth is here to stay. Behavioral/mental health services via telehealth are now permanently covered under Medicare, including care provided from a patient’s home and by a broader range of providers (like family therapists and counselors).

➡️ FQHCs and RHCs play a bigger role. Federally Qualified Health Centers and Rural Health Clinics can continue delivering both behavioral and non-behavioral telehealth services, including as distant site providers, with special payment rules extended into 2025.

➡️ In-person requirements delayed. The rule requiring an in-person visit before and during ongoing behavioral telehealth care is postponed until Sept. 30, 2025 (or Jan. 1, 2026, for FQHCs and RHCs).
