Harm Reduction Center (HRC) and Syringe Services Program: What are they and why do they exist?

The FCPH HRC provides education, services and resources for persons who use drugs. Program participants can engage with our harm reduction specialist in a safe space to discuss both concerns and resources.

The Syringe Services Program (SSP) opened at the Harm Reduction Center in April 2018. The FCPH program was approved by the Fargo City Commission on February 12, 2018. This followed the legalization of SSP programs in ND during the 2017 legislative session. FCPH was the 2nd organization in ND to open an SSP, after Custer Health in Mandan, which opened in January 2018.

Throughout the second week of Winter Warming, the demand for safe overnight space has continued to grow. We’re now serving an average of 68 guests each night.

With the recent cold and hazardous conditions, essential winter items such as snow boots, face coverings, thick gloves, hats, scarves, and hand or toe warmers are in short supply for those we serve. If you’d like to donate, please bring items to the Downtown Engagement Center (222 4th St N, Fargo) Monday - Friday, between 8 am and 5 pm. We’re thankful for the continued support and partnerships that make our work possible!

Throughout our first week of Winter Warming, we served an average of 50 guests each night. Winter Warming is a temporary and seasonal plan that enables us to be proactive in assisting individuals experiencing homelessness when area shelters are at capacity. Winter Warming takes place from 8 pm – 8 am at the Downtown Engagement Center, located at 222 4th Street North in Fargo.

FAQ:
• Those age 18+ and older who have no other option for overnight shelter are eligible for Winter Warming.
• During the intake process at the DEC, Harm Reduction Team members work to connect individuals needing access to Winter Warming with appropriate and available shelter beds in the community.
• Those not able to be connected with an alternate available shelter space may be considered for Winter Warming.

📍 Meeting Logistics: Quarterly (minimum) at noon in the City Commission Chambers (Meetings are typically 1.5 hours in length)
⌚️ Average Time Commitment: 3 hours per month

Responsibilities include advocating for public health, recommending policies & budgets and addressing community issues.

The deadline for applications is December 15, 2025. Applications will be reviewed beginning on December 16, 2025, with interviews to follow that same week. Selected candidates will be seated ahead of the January 2026 meeting.
