The Early Childhood Personnel Center’s (ECPC) mission is to facilitate the development, implementation and evaluation of integrated and comprehensive systems of personnel development (CSPD) for the early childhood workforce providing services to infants, young children, and families participating in Part C and Part B(619) programs under the Individuals with Disabilities Education Act (IDEA). Funded by OSEP, and in collaboration with ECTA, DaSy and others, ECPC has partnered with four renowned Universities around the country (FSU, UConn, UK, & UO), to alleviate the challenges faced by the Early Childhood (EC) workforce, including:
o Shortages of personnel
o Lack of training at both the pre-service and in-service levels
o Discrepancies with state adherence to national competencies and standards
o Challenges faced by EC personnel due to the diversity of needs of young children served
o Inequities of preparation and compensation among those providing services

Through our three core components of Knowledge Generation, Technical Assistance and Dissemination, and Leadership & Collaboration, ECPC will:
(1) serve as a national resource on personnel standards, competencies, and recommended practices;
(2) assist States in aligning personnel standards to national professional organization standards for personnel who serve children with disabilities and their families, integrating those standards with standards for EC personnel of all children, and linking those standards to state competencies and certification or licensure requirements;
(3) assist state agencies and IHEs in partnering to align pre-service and in-service training for personnel serving children with disabilities and their families; and
(4) assist States to integrate EC professional development systems to ensure that IDEA Part C and Part B(619) programs and personnel in each state are included in the state’s professional development initiatives.

We are deeply saddened by the passing of H. Rutherford “Rud” Turnbull III, a true pioneer in disability rights, law, and policy, and a guest faculty for many years at the UConn UCEDD. Rud’s extraordinary impact has shaped generations of advocates, professionals, and families, and his legacy will continue to inspire and guide the field.

Rud was instrumental in shaping key legislation, including the Individuals with Disabilities Education Act (IDEA) and the Americans with Disabilities Act (ADA). He had a remarkable ability to translate complex legal principles into policies that advanced the rights and dignity of individuals with disabilities. Motivated by his son Jay, who had intellectual disabilities and autism, Rud’s work was deeply personal. Alongside his wife Ann, he championed family-centered care and the quality of life for individuals with disabilities and their families.

Over the years, Rud (and Ann) graciously presented to UConn UCEDD trainees from our LEND, ECiDC, Aspiring Leaders, and many more. Rud shared his expertise on IDEA, families, ethics, leadership and civil rights. Their words of wisdom inspired countless emerging leaders, leaving a lasting impact on our trainees, faculty, and staff.

Rud Turnbull’s legacy lives on through the lives he touched, the laws he helped shape, and the countless professionals he mentored. We are forever grateful for his passion, advocacy, and unwavering dedication to advancing disability rights. Rud has been a guiding light for so many, and his legacy of wisdom, kindness, and unwavering advocacy will continue to inspire us all. His impact will be felt for generations to come.

Can you commit to 10 to 20+ hours per month to create impactful materials and modules for IHE programs in EI/ECSE?
We also have part-time positions to help us to provide Technical Assistance to IHE programs in EI/ECSE.
