Ukraine military instructor decision echoes the lead up to Australia’s deployment in Vietnam. By Alison Broinowski.
It would be no great surprise if Australians were to join British military instructors in training Ukrainians to fight. Defence Minister Richard Marles hinted at that when he visited the UK in September. The Australian personnel would join others from New Zealand, Sweden, the Netherlands and elsewhere who have been supporting Ukraine’s side in the war as trainers of civilians in using weapons, patrolling, and first aid.
Apparently, the training would take place outside Ukraine. According to David Kilcullen (ABC RN 13 October) other NATO countries including the US have been training Ukrainians elsewhere in Europe in the use of donated weapons systems.
But Australians are puzzled about which foot the Government is kicking with. Ukraine’s Ambassador says no Australian trainers have been invited. So who proposed it, Marles or his UK and US counterparts? What public consultation will precede a deployment of ADF trainers? Will ‘mission creep’ apply to it? When will it end?
RAAF personnel were sent to the UK to do drone targeting last year, with no details given. Many remember the dispatch of a training team that preceded Australia’s full-scale deployment in Vietnam, and the ‘humanitarian missions’ before the RAAF went into Iraq and later into Syria.
Just when Marles was lining this up in England, he was establishing a Parliamentary inquiry into how Australia goes to war. On 30 September, the inquiry was referred to the Defence sub-committee of the Joint Standing Committee on Foreign Affairs, Defence, and Trade. No mention was made in the announcement of the ADF training mission for Ukraine.
While waiting for government, the ALP twice agreed to hold an inquiry into changing the rules which enable a prime minister to have the defence minister dispatch the troops at will. Civil society groups had almost lost hope that this reform would happen. So they were delighted when Marles referred the inquiry to the Committee.
Neither he nor Prime Minister Albanese has publicly supported reform of the war powers. Nor have about half of their party colleagues, who either defer to their views or make no comment. Of Labor politicians who support reform, many are not members of the Defence sub-committee which is conducting the inquiry.
Leading proponents of the inquiry are the ALP’s Julian Hill, who will chair it, and Josh Wilson. They stress that the outcome will be a matter of compromise. The fact that it has been referred by Marles is encouraging for those who feared the ALP wouldn’t keep this promise. Others saw his statements in Opposition as more bellicose than those of Peter Dutton.
The members of the sub-committee are a curious bunch, some with no known expertise in Australian or international law or in defence. Several surveyed by Michael West Media offered no comment on whether the war powers should change. There’s no Independent member, and not one is from the Greens, despite Senator Jordon Steele-John having twice put up a bill for war powers reform. The Deputy Chair, Andrew Wallace (LNP) is adamantly opposed to it.
The terms of reference of the ‘Inquiry into international armed conflict decision making’ show evidence of cautious drafting. The first investigates how other Westminster-style democracies make such decisions. MPs Hill and Wilson are asking the Parliamentary Library to update research dating from 2010. It shows that Australian Parliamentary oversight of commitments of armed force is one of the weakest among comparable countries.
The sub-committee will also consider parliamentary processes and practices, including opportunities for debate on a proposed war. This may deliver better transparency and accountability on ADF deployments, but mere scrutiny or debate is not enough: a vote in both Houses is needed to make all MPs and Senators responsible to their electorates on this vital matter.
The third of the terms of reference concerns the security implications of publicly discussing a deployment of Australian forces in advance. Other democracies manage this satisfactorily, and the sub-committee will have to weigh their practices against continued resistance to sharing information.
‘Any related matters’ will cover whatever else Australians submit to the Inquiry. The sub-committee can expect to hear from people who have recently been to war, from veterans facing serious consequences, and from others concerned about our long slow investigation of alleged war crimes. It may receive submissions from Australians who are concerned about what happens to civilians in countries where we fight. Others will argue against the dependence on the US alliance which gets Australia into our wars. And many will object to AUKUS. But about that, and the trainers for Ukraine, few facts are disclosed.
After hearings in early December, the Defence Committee’s report can be expected in March or April next year. That may be an ill omen for reformers. It coincides with the end of the AUKUS consultation, the report of the Defence Strategic Review, and the 20th anniversary of our invasion of Iraq. Before then, the ADF will probably be training Ukrainians for their war.
Australia’s slide towards war has continued since the May election, and the current inquiry may do nothing to stop it. If such a war is against China, Professor Hugh White expects it to be disastrous. For Australia, the consequences will be much worse than those of the Vietnam, Afghanistan, and Iraq invasions. Civil society groups like Australians for War Powers Reform have for years advocated acting now, before there’s a crisis. Yet surprisingly, avoiding war is not front of mind for many Australians, nor for most of their elected representatives.

Ukrainian President Volodymyr Zelensky on Monday said that Russia is trying to wipe Ukrainians “off the face of the earth” after a barrage of strikes hit the country, including in the capital city of Kyiv.

There is an air raid alarm at least once per day. But the protection over the Kyiv region is blocking almost all attacks. We live in the protective bubble of the Kyiv region. But everyday some place gets hit and it’s disturbing to all of us. Just sickening to see little kids with horrendous wounds.
Today I had an electrician come to the house to repair something. His name is Valera. His house is a few miles outside of our town and sadly / scarily it was on the road that the Russian tanks were using when they were thinking they would capture Brovary.
He told us about what it was like. They didn’t evacuate because nobody thought they would really attack us like this and then it was suddenly too late to run.
When the Russians came he took his wife and two young kids and hid in their root cellar. The tanks came right into his yard next to his house. The Russians immediately shot his dogs and then started shooting into the houses around them and dragging people out. He had done his best to barricade the cellar door shut but he knew it wouldn't hold.
Then just as he was sure that they would be found, the Ukrainian army special forces attacked and killed the Russian tankers.
It is surreal for us to realize that this is only about 7 miles from our house.
But for now there is no chance of the Russian soldiers getting close to us again. He has his missiles but he is running out of them. He bought the Iranian drones but we have almost countered that threat too. I fully agree with General Ben Hodges who says that the tide of the war has already turned and Ukraine is fighting so intelligently that we are unstoppable at this point.
We will push them back across their border and into the sea. Even if he drops a tactical nuke somewhere… it will not stop us and it will not change the outcome of this war. Russia has already lost this war and the world has changed forever. When it is over, the world is going to be a safer place because we didn’t cave in to Putin.
These we are some photos from a wedding today that took place on the battlefield in the South. The bride had to wear her military boots with her dress. It’s great that life and love continues with the soldiers even in the midst of all this fighting.

Today early this morning one of those Iranian drones did make it through the Kyiv defenses in the northern suburbs. They hit a major electrical switching system. The power is off for those areas north of the city until in the morning. The Ukrainians are really fast with infrastructure repairs.
The Russians want to disrupt the lives of civilians as much as possible. Either that or kill them or torture them in ways that would shame Josef Mengele.
But I want to share with you my observations on the Ukrainian people. They are stoic and strong like you can’t imagine. Even with all that has happened and is happening there is a positive vibe here. It’s something that defines a clear definition, a deep cultural strength.

United States Secretary of State Antony Blinken has announced major new military aid worth more than 2 billion dollars for Ukraine and other European countries “most potentially at risk for future Russian aggression”. The money is on top of a $675-million package of heavy weaponry, ammunition and armored vehicles for Ukraine announced by Defense Secretary Llloyd Austin on Thursday.
Russia-ally Belarus has launched military exercises near its border with Poland. The drills will focus on “liberating territory temporarily seized by the enemy” and regaining control over border regions, the defence ministry said.
The US has accused Russian forces of forcibly deporting Ukrainians to Russia, in Washington’s latest allegation of war crimes in the wake of the invasion of Ukraine.

I’m honestly horrified by ignorance of people. I was reading comments under yesterday’s news about massive missiles attack stating that pictures the media posted are fake, outdated and “staged”, that it was only an act of self defence. Just before that, when the mobilisation started, I’ve got text from an Indian guy, saying to me that russians finally show their support to Ukraine by leaving the country. Countless strangers and acquaintances asked me “Is it over already?” addressing the war. Moreover, part of my family from Belarus at some point had an audacity to say to our faces that we have a civil war. Or, on a bigger scale, tweet of Elon Musk’s “war resolution strategy”.
I know it’s hard - to understand the war and Ukrainians. Maybe sometimes I expect too much. But is it so hard just to stay informed and woke and supportive?

PRAY FOR UKRAINE...
Around 2 AM (Central US time) Russia launched it's worst attack against the Ukrainian nation. In retaliation for the bombing of it's Kerch bridge in Crimea, Russia launched 83 missiles targeting Ukrainian electrical infrastructure, hospitals, schools and yes, even playgrounds.
Of the total number of missles, 43 were shot down by Ukraine, but 40 hit civilian targets.
Now, Belarus, Ukraine's neighbor to the north, has announced it is joining the war by sending troops to fight alongside Russia. Belarus is about one hour from where we used to live and where our ministry complex is located.
As one Ukrainian official said, "generations of Russians will answer for these attacks." Let it be so. Russia is a terrorist nation. Let the generations pay for what they are doing.

In Kherson🇷🇺, the Ukrainians🇺🇦 tried to reach the Pravdino settlement, but the caravan was destroyed along with the staff.
On the Posad-Pokrovsky side, a mortar team of the Armed Forces of Ukraine was destroyed, after which the enemy ran into Russian mines. They tried to evacuate the wounded, it did not work, point artillery worked.
Aerial reconnaissance forces discovered two enemy observation posts, after which they were destroyed. The survivors retreated into the forest.

Russia’s latest attacks on Ukraine are a ‘show of weakness,’ says former U.S. ambassador to NATO
Russia's latest attacks on Ukraine aren't a show of strength, but a "show of weakness" that reflects its inability to advance and seize Ukrainian territory, said Kurt Volker, a distinguished fellow at the Center for European Policy Analysis.
"Putin's goal was to take over Ukraine, replace the government, have someone in Ukraine that was subordinate to Moscow. That's simply not going to happen," the former U.S. ambassador to NATO (2008-2009) told CNBC's "Capital Connection" on Tuesday. "Ukrainians have made tremendous inroads taking territory back. This is the kind of thing that Putin has to resort to."
He said Russia's increasing aggression is an expected reaction to Ukraine's resistance.
Volker added that Putin will have more to lose than gain should he escalate the threat of nuclear weapons. Even the Russian military may not support Putin if he starts a nuclear war, he said.
