Flightline Drug Testing The drug-testing movement began in 1986. Two years later, Congress passed the Drug-Free Workplace Act of 1988. (www.fra.dot.gov)

Former President Ronald Reagan signed Executive Order 12564 requiring all federal employees to refrain from using illegal drugs, on or off-duty, as a condition of federal employment. That spawned the creation of Federal Mandatory Guidelines for Federal Workplace Drug Testing Programs (Section 503 of PUBLIC LAW 100-71). The mandatory guidelines apply to executive agencies of the federal government, the uniformed services (with the exception of certain members of the armed forces) and contractors or service providers under contract with the federal government. Exceptions would be the postal service and employee units in the judicial and legislative branches. Although the Act only applies to federal employees, many state and local governments followed suit and adopted similar programs under state laws and drug-free workplace programs of their own. In 1988, Flightline Drug Testing became the first to recognize this regulation as Dr. Karl Morgenstein traveled to Washington DC to obtain the 1st Certificate number (E-SO-00008) to authorize Flightline's administration of programs under the law. Since then, Flightline has expanded into a national organization with an in-house Medical Review Officer (MRO) to provide a full service program for Federal and Non-Federal Employers. The Federal Aviation Administration (FAA) conducts drug and alcohol testing and has a Drug Abatement Division dedicated to the administration of the programs with employers through 49CFR120 and 49CFR40. The Federal Pipeline and Hazardous Materials Safety Administration (PHMSA) conducts drug and alcohol testing of transporters of hazardous materials in order to deter and detect illegal drug use and alcohol misuse in the pipeline industry. 49CFR199 and 49CFR40. (www.phmsa.dot.gov)

The Federal Motor Carriers Safety Administration (FMCSA) requires employees to receive drug testing 49CFR382 and 49CFR40. (www.fmcsa.dot.gov)

The Federal Railroad Administration (FRA) requires employees to receive drug testing through 49CFR219 and 49CFR40. Coast Guard (USCG) requires employers and employees operating commercial vessels though 46CFR16 and 46CFR4 (www.uscg.mil)

Federal Transit Authority (FTA) requires drug testing for employers and employees working in the mass transit industry through 49CFR655 and 49CFR40.
