Bill Phillips Founder and President of the New Beginnings Wellness Program (NBP) located in Framingham, MA. New Beginnings is a 501(3)(C) non-profit organization which has served communities, corporations, and the Criminal Justice System since 1985. The mission of NBP is to provide a variety of services to address all facets of substance abuse and its life altering negative impact, which can be toxic, devastating and catastrophic within the family structure. In 2006 Bill’s Science Based, Evidence Based program was evaluated by the Minnesota Institute of Public Health. Kevin Ringhofer, one of the key evaluators, stated that “Bill’s program was so unique that he would like to see this program offered throughout the United States”. New Beginnings Wellness Programs (NBP) is constantly changing to keep up with the fast-paced world of Substance Abuse. Each program focuses on the most current issues students and their communities are facing as each community faces different challenges NBP works with any grade level developing strategies and approaches that are energetic and interactive.. Times change; New Beginnings believes in changing with the times. The ABC TV program 20/20 has been following New Beginnings Wellness Programs since the early months of 2014. They plan to feature a documentary on the current explosion of he**in overdoses and skyrocketing death tolls over 150 per day. NBP brings reality and situations kids today can relate to. It's not unusual for Bill to have guest speakers, sometimes those speakers are still in school, who deliver their message of experience, strength, and hope. A primary objective NBP is to promote that Substance Abuse is a disease along with other dependencies is a Nation Wide health issue at epidemic proportions with major ramifications to the welfare of the community. The program helps to identify how Substance Abuse is directly linked school discipline problems, delinquency, violence, and poor academic achievement. The emphasis is on young adults to make responsible decisions by providing them with current and most accurate information regarding the effects and dangers of alcohol and drugs. Bill will works in conjunction with school officials, parents, police to use their influence assisting young people to making healthy decisions about their futures. Bill has conducted programs in middle schools, high schools and colleges throughout the country. Locally, New Beginnings educational programs have reached an average of 80,000 students and adults per year. As a non-profit organization funded by individuals and the state Bill individually counsels anyone in need of of help with no charge to them. Bill earned his B.A. at West Virginia State College and continued his studies at Boston University. He is certified in alcohol and drug evaluation, adolescent behaviors, interventions, and prevention counseling. Participated in Substance Abuse and Behavior Counseling through the Supreme Judicial Court & Substance Abuse Project of Massachusetts, completed the Motivation Interviewing course sponsored by Addiction Technology Transfer Center of New England, at Brown University. A member of the Project Alliance Team including D.A., Thomas Riley, t D.A., Gerry Leone, Judge Campion, Jack Westcott (Former Principal of Keefe Vocational Technical School). Served as an early adopter of the Criminal Based Justice System in Framingham established by Thomas Riley, Jerry Leone, Judge Campion, Bob Flaherty (Former Framingham High School Principal), James Poirier (Clerk magistrate of The Dedham Courts) and Robin Pontremoli Assistant to the D.A’s office. Bill has served as an At-Risk-Counselor for a number of high schools in Massachusetts. He was a catalyst in the development of the Framingham, MA District Court 2nd Offenders Program which he still serves as a consultant. Bill established the first Diversion Program for the Framingham Juvenile Court under the direction of D.A. He also runs a state funded awareness program on drug and alcohol abuse. Bill also serves as a liaison to Juveniles At-Risk for many of the courts throughout the area. His New Beginnings Wellness Program is sponsored by the MA Department of Public Health and in partnership with several wellness programs throughout the state. He is also a consultant for The Governor's’ Alliance Against Drugs.Bill has produced an educational manual for schools, parents and businesses titled, "Chemical Dependency Assessing the Problem", which is made available to all parents and faculty. New Beginnings Wellness Programs partners with the MA Interscholastic Athletic Association (M.I.A.A.), D.A.R.E, Y.M.C.A., S.A.D.D., M.A.D.D, MA Department of Education, Juvenile Court Department, N.C.A.A., and additional coalition projects throughout the state, All that aside, it is Bill’s heartfelt, down to earth testimony of his own experience with addiction that captivates students and gives him credibility.
