After 28 years, Monique Phoenix Jane Doe has been identified as Monique Boggs. Family knew her as Shirley Jefferson. This is the fifth case DDP has helped resolve for the Phoenix Police Department, and we applaud their steadfast commitment to identifying the Jane and John Does in their care.
