Ice is never 100% safe. There really is no sure answer to when ice is safe to be out on. You can't judge the strength of ice just by appearance, age, thickness, temperature, weather.
The strength of ice is based on all of these factors plus the depth of water under the ice, size of the body of water, chemistry, currents, distribution of the load on the ice, and the local climate conditions.
But what if you fall in?? Do not remove your winter clothing, turn toward the direction you came from, place your hands and arms on the broken surface and kick your feet and dig into the unbroken ice with your hands or ice picks if you have them. Once out or partially out, lie flat on the ice and roll away from the hold. Get to a warm dry shelter area, rewarm and call 911. The rewarming process is very dangerous for the heart and the body.
If someone falls through the ice, call 911! Resist the urge to run up to the hole and follow these steps.
PREACH, REACH, THROW, ROW AND GO!
PREACH - Shout to the victim and fight to survive!
REACH - Extend a rope, ladder, jumper cables, or a tree limb to the victim. Do not let yourself be pulled in!
THROW - Throw or toss anything that will float to the victim.
ROW - Find a boat to push across the ice ahead of you to the victim.
GO - If you are not trained to do so, you should not go. Heroics by a well-meaning but untrained rescuer may result in two casualties instead of one.
