🚨 Mass Overdose at Penn‑North — Community Alert 🚨

Today in Penn‑North, Baltimore City Fire and Police declared a Level 1 mass casualty incident after responding to overdose symptoms affecting up to 25 people, with five in critical condition. Many were revived with Narcan on the scene.

Authorities are canvassing the area, distributing test strips and Narcan, and treating this as an active crime scene. Bus services are being redirected and the Penn North Metro station remains closed through Friday morning.

A large emergency response closed multiple streets Thursday morning in Baltimore's Penn-North neighborhood.

Maryland HB 116 - What is it?

🔸HB 116 is Mandated MOUD (Medication for Opioid Use Disorder) access in all jails. This includes all three FDA-approved MOUD: methadone, buprenorphine, & naltrexone.

🔸Passed in 2019, despite some implementation challenges, most study participants credit the law with improving their chances of recovery and avoiding fatal overdose after release.

🔸 Interviews were conducted by John Hopkins University between January 2023 – March 2024 with 24 people who were incarcerated in Maryland jails. Many had previously experienced forced withdrawal during incarceration, a traumatic experience that heightens the risk of overdose upon release.

“Participants overwhelmingly saw MOUD in jail as a lifeline,” said Brendan Saloner. “This policy is saving lives. But we also heard loud and clear that there are serious gaps in how it’s being delivered—delays, stigma, and a lack of counseling that undermine its potential.”

🔸Research shows that while the policy created necessary change, compassion and coordination still lag. Maryland can—and must—do better.
