JOSEPH ATKINS “JOE” LEMING, MD ANNOUNCES HIS CANDIDACY FOR THE GLOUCESTER COUNTY BOARD OF SUPERVISORS REPRESENTING THE PETSWORTH DISTRICT 
 
Gloucester Courthouse, Virginia April 10, 2025 – Joseph Atkins “Joe” Leming, MD of Dutton today announced his Candidacy for the Gloucester County Board of Supervisors representing the Petsworth District in the November 2025 general election. Leming was certified as the official Republican Nominee for the General Election in November by the Gloucester County Republican Committee after 5:00 PM on Thursday April 3, 2025.  
     Bobbi Morgan, Registrar said in correspondence to Dr. Leming April 7, “… I hereby notify you, Joseph Atkins “Joe” Leming is the only Republican Nominee for the office of Supervisor, Petsworth District, Gloucester County Board of Supervisors in the General Election 2025.”
     Leming, a life-long Republican activist, is no stranger to County Politics or Leadership.  In November 2002 Leming stunned Prince George County when he unseated the incumbent Supervisor Floyd Brown in a special election, taking 59% of the vote. In his subsequent re-election Leming received more votes than any other Supervisor.  Elected Chairman of the Board for 2005, 2006 and 2007 Leming led the Board to replace the “annual beg-a-thon” for Capital projects and implemented a forward thinking 5-year Capital Improvements Plan. Additionally, he brought forward a “revenue sharing agreement” with the School Board modeled after those of Chesterfield County and Colonial Heights City. He implemented the regular use of a “consent calendar” improving meeting efficiency eliminating the practice of taking tough votes in the wee hours of the morning out of sight of public and press. He also had the Board meetings televised.  In 2007, he worked with (Then Governor) Tim Kaine to close the biggest Economic Development Deal in Virginia, bringing Rolls Royce and advanced manufacturing jobs to his County and strengthening the engineering programs of both UVA and VT. 
      Leming said “my vision is for Gloucester County to be the absolute best place to live, learn, work and raise a family.” In order to realize that vision the Board must weave together the fibers that make up the fabric of our Community (Law enforcement, Fire and EMS, Education, Parks and Recreation, essential government services and Capital needs) balanced against the weight of tax levies our citizens pay under the penalty of law.”
     Small business are the foundation of our Community and our Nation. I have owned and operated a small business since 1984.  I know how to run a business. I know how to read a balance sheet. 
     Gloucester County is the most populous and fastest growing county on the Middle Peninsula.  It has an adopted budget for FY 2025 of 187 million dollars.  It is a business - a big business - and should be run as one.  I am offering myself to the service of our citizens to bring my Business Experience as well as my Leadership Experience to the Gloucester County Board of Supervisors. 
    He said: “During the (upcoming) campaign I look forward to introducing my self to as many of the Citizens as I can in the Petsworth District and hear their individual concerns and suggestions.  
     It is often said that “all politics is local” but no other elected official has the potential to impact the everyday lives of citizens more than their locally elected representative (Supervisor or Council person) said Leming.  We decide how fast help comes when a citizen calls the 911 system, we decide if there is adequate funding to educate our children, if there are adequate parks and green space for our citizens enjoyment. 
     As a teenager Leming worked for his Uncle Alex Atkins on the family farm – Freewelcome as well as his cousin’s farm – Vernon Trevilian of Cologne.  In high school he worked for Courthouse Construction, then owned by Harry Corr.  In College he worked for Benny and Esther Mae Belvin who owned Belvin Seafood in Guinea.

DETAILS: After a successful career at Prime Care Family Practice in Colonial Heights, Va., Dr. Joe Leming and his wife Vickie Bell Leming opened Courthouse Family Medicine in Gloucester April 15, 2013.  Since then the practice family has grown and today has 12 employees. Dr. Leming’s mother was Maria Amanda Atkins (Leming) of Freewelcome Farm in Dutton, Virginia.  His Cousin (Brad Atkins) still owns the family farm which is worked by Robert Respess of Foster. Vickie Bell Leming has lived in Gloucester since 1996. She is the daughter of the late Dr. Dewey Bell. She and Dr. Leming married in 2011 and live on Ferry Creek in Dutton on land originally part of Freewelcome Farm.
