The NAPSR, The National Association Of Powered Skateboard Racing has established that this sport is a viable sport and will be able to be viewed as a Commodity of sorts just as NASCAR and the NFL have been able to do. We are seemingly in striking distance in the establishment of “Powered Skateboard Racing” becoming a rooted international sport. In our attempts to test the viability of this sport at being embraced world wide we have utilized the Internet and associated free and payed for services to litmus test and guage this sports acceptability both nationally and internationally. Specifically three web-sites: www.pacificfilmgroup.com, www.napsr.bz, www.x-caliburskateboard.com. and three face book sites: jameserichawkins@gmail.com, The National Association Of Powered Skateboard Racing and The X-Calibur Skateboard. We have also utilized YouTube with posting under the

NAPSR, X-Calibur Powered Skateboard Racing, Powered Skateboard Racing and James Eric Hawkins. We have approximately 20 or more videos up on each of said Internet sites

And feel that the overall response is more than satisfactory to justify the additional expense of monies to pursue what we feel could lead to a contract of some type for nationally televised coverage. ESPN, Alliance of Action Sports or some other form of gainful release through a major Network or its affiliated holdings (smaller networks). We are in touch with individuals whom are major players in this sport and have satisfied our needs that said individuals do have the credentials to contact the proper corporations that could and would lead to the facilitation of our newly created sport and racing league to be legitimate in nature and with enough draw capacity to interest those corporations whom would gain monetarily from the airing of such a program and thus realize a commercially oriented profit from such activity. Below is a cost breakdown of what we feel would be a sufficient amount of monies needed for the final phase of the establishment of this sport. Currently we have three entities in place 2 Nevada corporations and one California corporation. We are in possession of a Patent Pending with a grouping of identifiable numbers that were assigned at the time of the Patent Office accepting our application for Patent for our invention of the 5th wheel configuration of our X-Calibur Swing Arm. This invention does enjoy the ability to transform any skateboard into a electrically powered, motorized skateboard worthy and capable of recreation, transportation and racing. We are with insurance both for racing and product liability and are expected to hold through our contracted insurances for an addition period of 9 months prior to exhaustion of current coverage. Our insurance is paid through January 25th and the next premium payment is expected for payment prior to said date. We are currently listed on all the above stated Internet sites with our X-Calibur Swing Arm for sale in both Kit form and as a whole completed unit. We additionally have Hats, T-Shirts and Jackets for sale on E-Bay , Youtube, 2 (two) web-sites and mention on our Facebook sites. We have prepared the following to show those debts which will be incurred if we decide to go through with our final push at the establishment of this sport henceforth referred to as “POWERED SKATEBOARD RACING and thus legitimization and need for the Nevada registered corporation The National Association of Powered Skateboard Racing. The following are an accounting of those monies that we either are already are obligated to pay or will be in need of paying to effectively begin and finish this Final Phase of Project. The Establishment of “POWERED SKATEBOARD RACING”, The NAPSR and The X-Calibur Manufacturing Corporation Inc. This having been said I will furnish the Accounting and Tabulations of Monies Needed. If six paramedics reported all entrances to property were locked preventing them access and were delayed by minutes and further delayed by a tenant bent on driving you and your wife away and its reported that a neighbor opened their door and responded no one called from here for a paramedic and you screamed for help so loud a neighbor from 3 blocks away came yet the people 20 feet away said nothing no response from your pleas for help So clamped shut not even a gurney could get in. Instead they had to form a human brigade and carried her life less body past me through a shed blocked by the owners own truck passing her over the trucks bed to other paramedics finally reaching the ambulance. Certainly delayed longer than three minutes. only then be told by a nurse and doctor She was denied oxygen for just a few minutes too long Four and half hours later knowing my wife was dying and keeping a positive spirit of strength for her I spent four hours talking to her and finally that brain that had been denied oxygen for just a bit too long maddens me when i was told stop doing what I was doing and try to get the gate open i left reluctantly to fail at opening them no one though to share a key We were locked in the property and could not leave if we wanted to lease its the facts that we follow

Good day councilors,
We had been introduced to Hagop and Arshal Bartoumian through a friend. The property needed cleaning up and I agreed to clean and fix the house . The Bartoumians and I agreed that they would pay for the cleanup and any repairs they would furnish the materials I would contribute to the labor.
My wife and I moved on July 7rth 2022. We had seen the property a year before it had gotten worse in that year. I busied myself cleaning it up. I wanted it cleaned up as fast as I could.
At this same time I could not access our Circuit Breakers as the tenant behind us had erected a tall plywood fence and had run his fences all the4 way to the wall of our house. The fences were so extensive that I could not walk around half of my house. I could only call it a land grab. All of the fencing was in place prior to our arrival. I had expressed an interest in renting the big commercial building Hagop was the owner of; he said we could discuss this later on . But before a week passed he was meeting with people who rented it and immediately it became apparent that an illegal casino was brought in. All the agreed upon fence lines were changed that we had initially agreed upon and the casino wanted it all this caused me to move the fence three times within a three month period tWe had initially agreed to approximately a half acre. We had agreed on this verbally. I called Hagop about accessing the circuit breaker and told him I was being denied access to the hot water heater which was no longer working. It had not ever worked for us. I was not allowed to access this entire section of my property because of Kevin Marsh, the caregiver of the tenant behind us. And Mr Marsh said if he caught me back there he would shoot me or anyone else. Hagop refused to intervene and refused to allow me to put the electricity in my name.
Something weird was being presented here. I was instructed that only Hagop's people were allowed in and Hagop was not fixing the water heater nor was he telling Marsh to move his fence back. Instead as the months passed Hagop would demand full payment the rent was $1200 plus started charging me $850 to $1250 dollars every month for electricity which I found hard to believe as the home had no A/C still had no hot water no functioning stove as the stove that was there was gas and there was no longer gas coming in Later I would find out that the gas lines were destroyed when Hago ran electricity to the warehouse from my breaker box.
Arshak Bartoumian who presented himself as an attorney, a real estate attorney at that. I tried to reason with Arshak and got no where the Bartoumians Awed me $12,000 dollars for the cleanup in December the neighbors were fed up with the casino. We were most impacted by them as we were closest. By December Hagop ears became completely deaf. I took matters into my own hands when I gave the manager of the casino an ultimatum. Close the casino right now or I will call the Sheriff . They closed. It took a month for them to move . At that Hagop invited me to assume the electric bill I obliged our first bill was $1250 a staggering amount for our 3/1 home that had no A/C no hot water no washer and dryer No heater No swamp cooler. The next bill arrived, the casino long gone and our electric bill dropped to two hundred. It was obvious we were being defrauded by Hagop Bartoumian and Kevin Marsh. A conspiracy of sorts . Mr Marsh was a hoarder and his hoarding was causing the rat infestation and the rat infestation Hagop refused to spray anything their calls mostly went unanswered. I called Building and zoning and the Health Department. They sited Kevin and told him to clean up the property of course. When the official report was handed down both Hagop and Marsh retaliated and half of our house suddenly had 12 ft walls erected out of plywood. I complained it fell on deaf ears. The house had major wiring hazards and the house still does a year ago Hagop sold the property tio a Geiorge Mahserejiam who promised he would be better He introduced himself as his nephew he was not. He said once the property was officially his he would immediately give us remedy He did not. The stolen electricity impacted us 15,000 dollars to wit I still owe $8000.00 to Edison. Brenda had started complaining about allergies. The mold in the kitchen and bath were scary. I went ahead and took matters into my own hands around this time. I found out through Building and zoning that the big building had no Certificate of Occupancy. Before I started the installation of the new cabinets Mr Mahserejian's contractor stopped me and assured me they would finish the job.
On january 4, 2024 the contractor stepped to me for the third time informing me to park in front of Arshaks and Hagop's Shed in back But George's truck had already been parked there. In no way was I going along with the locking of both entrances; it would officially loch our car in and everyone else out. Again deaf ears later on that same day at 10:30 pm My wife Brenda had a stroke from all the stress that was on her the biggest was Kevin's fence . As a child a neighbor had stalked her. He had lived behind such a fence. Brenda collapsed Jan 4 at 10:30 pm while readying for bed. She called out my name and I hurried to our bedroom . She collapsed in my arms and I carried her to the living room. I called 911. When the Paramedics arrived both gates were locked. So locked was the property that they could not even get a gurney to our house. They had to hand carry her out passing her over the parked car of Georges and 100 feet later placed her in the ambulance. I had to take the fence apart to get it open . I arrived twenty minutes after my wife and saw her sitting up talking to nurses was relieved until the head nurse informed my wife having been denied oxygen would be dead in an hour I said you have the wrong husband my wife Brenda is talking right there they said no we have the right husband My wife and i talked normal conversations for four hours then hr brain started shutting down she died five hours later in my arms. There is so much evidence to forward I beg of you help me seek justice for my loving wife Please

Ricardo and Mr Figueroa I am writing to you to explain why buikldings that are not complete should not be allowed to be utilized until they are with a Certificate Of Occupancy. Has this rule been followed my wife would more than likely be alive today. The building at 12532 Pearblossom Hwy is being fully utilized with over 20 cars being stored there even though it has no CO.
As you may know the building next to the big building between Mr Mahserejian and the Methodist church Has been robbed repeatedly. One at a time they managed to steal 6 of the ten cars until finally they the thieves were caught when they came ready to steal the last four cars. So brazen were the thieves that they kept coming back a total of twelve time with me calling the Sheriff They managed to steal 6 of the 10 Plymouth Barracudas, all 1968 models valued at $50,000 dollars each. With those thieves only getting a slap on the wrist The owner of that building is moved everything out of that building it now sits empty With me as the one identified at being the cause of these thieves getting caught because I was the one who called police I am hated and am being threatened With 20 cars sitting in the Mahserehjian warehouse You must m know that it will be the next targeted building and with Mahserejian affording no burglar system it is up to me to guard them The other thieves pulled a hand gun on me twice I am afraid I will get killed here . Why are there cars allowed to be kept in a building that's not ready for operation By allowing these cars there I am now fearful of my life I am already hated here My wife died on this property She died because the contractor locked both the gates and parked his truck in front of the shed on the back street the paramedics were locked out and the delay of the paramedics getting to her cost them five extra minutes I was told by the head nurse if they could have gotten to her three minutes sooner she would stil;l be alive In all honesty I cannot see the wisdom of these landlords be allowed to have even rented this property nor do I understand why building and zoning would standby and allow all the dangers which come with construction to allow such to go on when a resident my wife and I were still living on an open permitted job site We were in harm's way the entire time occupying a rental unit on a job site is illegal Why are you trying to kill me You have helped them kill my wife . The illegal casino that occupied the warehouse before Mahserejian bought his place has gotten away with stealing e $15,000 dollars worth of electricity from my meter I want this building emptied right now quit putting the public at danger

§ 498. Theft of utility services
(a) The following definitions govern the construction of this section:
(1) “Person” means any individual, or any partnership, firm, association, corporation, limited liability company, or other legal entity.
(2) “Utility” means any electrical, gas, or water corporation as those terms are defined in the Public Utilities Code, and electrical, gas, or water systems operated by any political subdivision.
(3) “Customer” means the person in whose name utility service is provided.
(4) “Utility service” means the provision of electricity, gas, water, or any other service provided by the utility for compensation.
(5) “Divert” means to change the intended course or path of electricity, gas, or water without the authorization or consent of the utility.
(6) “Tamper” means to rearrange, injure, alter, interfere with, or otherwise prevent from performing a normal or customary function.
(7) “Reconnection” means the reconnection of utility service by a customer or other person after service has been lawfully disconnected by the utility.
(b) Any person who, with intent to obtain for himself or herself utility services without paying the full lawful charge therefor, or with intent to enable another person to do so, or with intent to deprive any utility of any part of the full lawful charge for utility services it provides, commits, authorizes, solicits, aids, or abets any of the following shall be guilty of a misdemeanor:
(1) Diverts or causes to be diverted utility services, by any means.
(2) Prevents any utility meter, or other device used in determining the charge for utility services, from accurately performing its measuring function by tampering or by any other means.
(3) Tampers with any property owned by or used by the utility to provide utility services.
(4) Makes or causes to be made any connection with or reconnection with property owned or used by the utility to provide utility services without the authorization or consent of the utility.
(5) Uses or receives the direct benefit of all or a portion of utility services with knowledge or reason to believe that the diversion, tampering, or unauthorized connection existed at the time of that use, or that the use or receipt was otherwise without the authorization or consent of the utility.
(c) In any prosecution under this section, the presence of any of the following objects, circumstances, or conditions on premises controlled by the customer or by the person using or receiving the direct benefit of all or a portion of utility services obtained in violation of this section shall permit an inference that the customer or person intended to and did violate this section:
(1) Any instrument, apparatus, or device primarily designed to be used to obtain utility services without paying the full lawful charge therefor.
(2) Any meter that has been altered, tampered with, or bypassed so as to cause no measurement or inaccurate measurement of utility services.
(d) If the value of all utility services obtained in violation of this section totals more than nine hundred fifty dollars ($950) or if the defendant has previously been convicted of an offense under this section or any former section which would be an offense under this section, or of an offense under the laws of another state or of the United States which would have been an offense under this section if committed in this state, then the violation is punishable by imprisonment in a county jail for not more than one year, or in the state prison.
(e) This section shall not be construed to preclude the applicability of any other provision of the criminal law of this state.
