Welcome to White Oak Primary Care, Inc. - a new adult primary care practice in the rural town of Halifax, Virginia. We are a private Nurse Practitioner owned and operated practice that opened on April 20, 2020. Dr. Shannon N. Scearce is the practice owner and solo provider. She was born and raised in Halifax County where she currently resides with her husband and three children.
**COVID-19 has created many challenges for us to be able to start seeing patients or allowing visitors inside of the practice. We have been unable to obtain necessary medical supplies to provide patient care, including PPE (personal protective equipment). For this reason also, we are currently unable to allow patients or visitors inside of the clinic. In addition, the insurance credentialing process has been significantly slowed, which means we are unable to bill for services rendered at this time, so we are currently unable to provide direct (or virtual) patient visits. As we wait for these items to be resolved, we are able to answer your phone calls. Please call to inquire about becoming a new patient, schedule an appointment, ask a medical question, and/or ask questions about our practice. We are happy to take your calls!

Our services...
White Oak Primary Care, Inc. will provide typical adult (18 years and up) primary care services to established patients. This includes, but is not limited to, preventive wellness exams, sick visits, complete physical exams, adult vaccinations, laboratory testing, and DOT (Department of Transportation) medical certification exams. This practice is not an urgent care or walk in clinic.
Becoming a patient...
All patients will need to establish a patient-provider relationship with Dr. Scearce by completing an initial office visit. Once we are able to start rendering services, patients will be seen preferably by appointment only. If you are sick, please call ahead so that we can give you a time to present to the clinic for a sick visit. This will assist with the flow of patients through the practice and help limit patient wait times and potential exposure to illness.
Interested patients that DID NOT see Dr. Scearce at her prior practice location in Roxboro must complete a new patient request form. At this time, our nurse will go through a series of questions with you over the phone to complete this step. Interested patients will be accepted to the practice and given an appointment to establish care on an individual basis.
Interested patients that DID see Dr. Scearce at her prior practice location in Roxboro must contact the office by phone to schedule an appointment so that you can establish with her at the new facility. We are unable to assist you with medical care until you establish with her at White Oak Primary Care, Inc. You will not be required to complete a new patient request form and we will assist you with obtaining your medical records from Roxboro.
Insurances we accept...
As stated, we have encountered significant delays with insurance credentialing due to COVID-19. We plan to accept Medicare, most major local commercial and Medicare Advantage plans, and uninsured/self pay patients. We do not plan to accept VA Medicaid as primary insurance. We will update this page as we are informed of insurance approvals.
Our practice owner and provider...
Dr. Shannon N. Scearce is the practice owner and only provider at the practice. She has been a Family Nurse Practitioner since 2006. She is licensed by the Virginia Board of Nursing and Board of Medicine to practice as a Nurse Practitioner with autonomous practice and prescriptive authority in the Commonwealth of Virginia. She obtained her Doctor of Nursing Practice (DNP) and Graduate Certificate in Nursing Education from The University of North Carolina at Chapel Hill, where she was a Merit Scholar and Johnston Scholar. She obtained her Master of Science in Nursing (MSN), Bachelor of Science in Nursing, and Bachelor of Science in Psychology from Virginia Commonwealth University (formerly Medical College of Virginia). Dr. Scearce is Board Certified as a Family Nurse Practitioner with the American Academy of Nurse Practitioners and is a Certified Medical Examiner with the US Department of Transportation Federal Motor Carrier Safety Administration.
Dr. Scearce has worked as a Nurse Practitioner with Roxboro Medical Associates (2015-2019), Halifax Primary Care (2007-2015) and Danville Urology Clinic (2006-2007). Prior to that, she was a Registered Nurse in the Intensive Care Unit at Halifax Regional Hospital (2004-2006). The majority of her experience has been in rural primary care. She is also a part time Clinical Assistant Professor of Nursing at The University of North Carolina at Chapel Hill (UNC-CH). In this capacity, she teaches DNP and MSN students on campus and online. For several years, she also served as a Nurse Planner for the UNC-CH School of Nursing’s Center for Lifelong Learning. In this capacity, she planned continuing education conferences for nurses in Chapel Hill, NC. Dr. Scearce has been a conference speaker/presenter herself for these conferences and she created an online module offering continuing education credits on the topic of managing warfarin in primary care. She has published in The American Journal for Nurse Practitioners and is currently working on another publication. Dr. Scearce is a member of the American Association of Nurse Practitioners, Virginia Council of Nurse Practitioners, American Nurses Association, and former member of the North Carolina Nurses Association Nurse Practitioner Council.

Mrs. Kimberly Jones, LPN is our main office nurse. Mrs. Jones has a significant amount of experience having been a Licensed Practical Nurse in numerous healthcare settings since 1992. She was born and raised in Halifax County and has worked with Dr. Scearce in two prior practice locations for a total of almost 10 years of experience working together (2006-2015) prior to joining White Oak Primary Care, Inc. Mrs. Jones is a leader in her setting and is committed to providing high quality patient care.
Mrs. Shelby Hatcher, CCS-P is our Front Office Coordinator and Billing Specialist. She is a Certified Coding Specialist - Physician-based with over 35 years of experience in multiple healthcare settings. She was also born and raised in Halifax County. Mrs. Hatcher has a reputation of excellence. She takes pride in her work and is committed to creating a positive patient experience at White Oak Primary Care, Inc.
Our name...
The name of this practice has great meaning to Dr. Scearce. She grew up on a beautiful farm, known as White Oak Farm, in Halifax County. During her childhood, the farm was a working beef cattle and to***co farm owned by her grandparents, Walter Thomas “W.T.” Epps, Jr. and Jean Epps. She lived and worked on this farm with her parents, Mac and Dodie Epps, and brother, Jimmy Epps. Her grandparents lived just a small gravel path away from her childhood home on White Oak Farm and she spent much of her childhood by their side. She considered her grandparents her “second parents”. Her grandparents are now both deceased and her father continues to own and maintain the farm although they no longer work cattle or to***co there. Dr. Scearce firmly believes that White Oak Farm and the people there were instrumental in shaping her into the person she is today. She named the practice in honor of her late grandparents, W.T. and Jean Epps, and her parents, Mac and Dodie Epps.
The oak tree itself is a well-known symbol of strength, resistance, knowledge, honor, morale, unity, family, and longevity. It has also been considered a symbol of life and health. The oak leaf, as seen on the practice logo, is known to symbolize strength and stability. For Dr. Scearce, the words “White Oak” are much more than a tree, a place, or a piece of land. To her, “White Oak” represents family, love, strength, perseverance, determination, hard work, and so much more.
I want to personally welcome you to White Oak Primary Care, Inc.! I am extremely grateful and beyond excited to have the opportunity to open a medical facility in my hometown!
As I gained more experience in my field, I began to dream of having my own practice. But, there were many barriers in place for me and I never thought it would become reality. Once practice regulations in Virginia changed allowing Nurse Practitioners who met certain requirements to apply for autonomous practice, I realized opening my own practice was more of a possibility than ever. I exceeded those requirements and now have an autonomous practice license, which allows me to practice within the full scope of my education and experience. This opened the door for me to start my own practice and has allowed me to be able to bring primary care services to a medically underserved area that, best of all, is my very own hometown!
I am honored to be part of this medical community and I truly hope that I can make a difference for others here. I am proud of the renovations my husband, Brandon, and I have been able to make on the clinic building so far and we hope the citizens of Halifax County like the improvements we have made as well. We look forward to what the future holds for White Oak Primary Care, Inc. and for Halifax County.
