Deafness is one of the 13 disability categories, qualifying a child for special education. Criteria for eligibility is state specific. While thresholds for hearing loss vary from state to state some examples include an average hearing loss of 20 dB in the speech sound range or 35 dB in higher frequency ranges in the better ear. Eligibility also requires that the hearing impairment adversely affects the child’s academic performance.
Pennsylvania follows the federal guidelines for eligibility under this category. Both federal and Pennsylvania guidelines differentiate between hearing impairment and deafness with hearing impairment being considered less severe.
