Deafness is one of the 13 disability categories, qualifying a child for special education. Criteria for eligibility is state specific. While thresholds for hearing loss vary from state to state some examples include an average hearing loss of 20 dB in the speech sound range or 35 dB in higher frequency ranges in the better ear. Eligibility also requires that the hearing impairment adversely affects the child’s academic performance.

Pennsylvania follows the federal guidelines for eligibility under this category. Both federal and Pennsylvania guidelines differentiate between hearing impairment and deafness with hearing impairment being considered less severe.

Autism is one of the 13 disability categories that qualifies a child for special instruction under the IDEA law. Autism was added to the Individuals with Disabilities Education Act in 1990. A diagnosis of autism is made by a medical professional and does not automatically qualify a child for special education. The child must also undergo assessment by the child study team and be found to need special instruction.

Specific Learning Disability is one of the 13 disability categories, qualifying a child for special education. SLD is a disability that negatively affects one or more areas of academic learning, including reading writing and math skills.

Warning signs of a Specific Learning Disability include difficulty learning the alphabet, difficulty with fine motor skills, such as writing with a pencil or snipping with scissors, persistent, difficulty with reading, writing, and math, and difficulty remembering facts.

The Individuals with Disabilities in Education Act, or IDEA was established in response to exclusion and mistreatment of children with disabilities in public schools. The primary goals of IDEA are to ensure a free and appropriate public education for children with disabilities, ensure inclusion in the least restrictive environment, provide individual support, protect student, and parent rights, and support transition to adulthood.

A child with a disability who does not require special education (modifications to the curriculum) may benefit from accommodations to the learning environment allowing greater access to learning. Modified curriculum requires an Individualized Education Plan. Accommodations without modified curriculum requires a 504 plan. Summer is ending and children are returning to school. If your child has a history of speech sound disorders their reading and language skills should be monitored closely. If they already receive speech therapy at school, check their IEP to see if language skills were also tested. Are language weaknesses (vocabulary, grammar, language use, language understanding, social language) being addressed with measurable goals? Have early literacy skills such as phonological awareness skills been assessed? Not sure how to tell what has been targeted in the IEP or how to ask for testing and special education services?
