Bryce graduated from Quantum School in August, along with 10 other students and was well prepared to ace his Hawaii massage exam. He is now ready to be seeing clients as a licensed massage therapist.

I would like to bring to your attention several important issues that may significantly impact both veterans’ access to care and our profession.



In a recent encounter with Congressman Ed Case, I raised concerns regarding reductions to veterans’ pain management benefits. Previously, veterans were allowed up to 20 visits per year for each modality (acupuncture, chiropractic, massage). Under the new policy, this has been reduced to a single modality at a time, which undermines the effectiveness of care. These therapies are most beneficial when combined, as they complement one another in a holistic treatment plan. Given that most veterans suffer from chronic conditions requiring long-term management, limiting access in this way risks lowering their quality of life and hindering recovery.



Even more concerning is that veterans were not informed about these cuts. This has left providers in the difficult position of having to explain and clarify the changes to their patients, causing frustration, confusion, and mistrust in the system.



Additionally, the VA recently updated its community care referral structure—from 12 visits over 2 months, to 8 visits over 6 months, and now to one referral covering 30 visits in a year. This system has proven far more effective, reducing delays in approvals and improving veterans’ access to benefits. Since acupuncture, chiropractic, and massage are classified under pain management, it seems logical that these modalities should be included. However, no clarification has been provided as to whether this applies, and we need to know when to expect an update.



In the same meeting with Congressman Case, I also brought up the serious issue of TriWest and Optum improperly recouping thousands of dollars from acupuncturists and other providers offering cupping treatments. After months of disputes, it was proven that these recoups were made in error, and both companies admitted the mistake and agreed to repay the funds. However, no timeline for repayment has been given. Congressman Case’s office asked for more involvement from professionals—through letters and statements—so they can build a stronger case to fight for this repayment.



They also requested greater participation from our profession regarding these issues:

Improper recoups for cupping treatments
Reductions in veterans’ benefits for pain management therapies
Ensuring the new 30-visit annual referral system is applied to acupuncture, chiropractic, and massage


If you were affected by the improper recoups, or if you share the concern that the recent benefit cuts are harmful to veterans and detrimental to our profession, I encourage you to get involved. I will be meeting again with Congressman Case’s office on September 22. It would be very helpful to have letters from our community by that date, which I would be happy to bring with me. If someone from the VA Committee would also like to join me at the meeting, that would be even better.
