The mission of Personalized Learning Solutions is to assist parents/guardians of students with special needs in their quest for a Free and Appropriate Public Education (FAPE) under Individuals with Disabilities Education Act (IDEA), Section 504 of the Rehabilitation Act of 1973, and other federal and state laws protecting children with disabilities. From Disability Scoop article-9/11/25

“The U.S. Department of Education is canceling millions of dollars in grants for special education teacher training, parent resource centers and more saying that they don’t align with Trump administration priorities.

The agency’s Office of Special Education Programs terminated grants for 25 programs funded under Part D of the Individuals with Disabilities Education Act.

These cuts touch every corner of the special education system — parent centers, personnel development, doctoral training and teacher training,” she said, noting that some terminations affected organizations with decades of expertise.

The canceled grants include funding for community parent resource centers, preparing special education teachers and related service providers, Braille and interpreter training and programs supporting those who are deafblind, among other initiatives.”

As a former educator & now as an advocate I have never been a fan of the STAAR test & how much emphasis was placed on the test. I saw 3rd graders upset & anxious because they knew they could not be promoted to the 4th grade if they did not pass the STAAR reading test…creating a great deal of text anxiety. I always tell my clients & ARD committees that the STAAR test is just another data gathering technique for information to be included in the present levels of the IEP.

✅ Texas Senate overwhelmingly passed HB 8 on Wednesday, passing it by a 25 to 5 vote. HB 8 passed the House 82-56 on Tuesday & was immediately reported to the Senate.

✅ The legislation will begin the process of phasing out the controversial State of Texas Assessments of Academic Readiness (STAAR) test.

✅ The single summative STAAR will be replaced by TEA-developed beginning-of-year (BOY), middle-of-year (MOY) & end-of-year (EOY) assessments for grades 3-8 beginning in the 2027-2028 school year. Approved national norm-referenced tests will be optional for the BOY & MOY at the district’s expense.

‼️ Teachers won’t be able to give their students practice exams ahead of the state standardized tests. TEA Commissioner Mike Morath has told lawmakers that practice exams can take up weeks of instruction time & aren’t proven to help students do better on the test.

✅ High schoolers will no longer need to pass the English II end of course (EOC) assessment, which is currently a graduation requirement. High school students will still need to pass the EOC for English I, Algebra I & Biology to get their high school diploma.

Ms. Shemica packed six weeks with intensive learning, rich resources, and nonstop action. We dove headfirst into the world of Special Education Advocacy and came out 𝑠ℎ𝑎𝑟𝑝𝑒𝑟, 𝑠𝑡𝑟𝑜𝑛𝑔𝑒𝑟, 𝑎𝑛𝑑 𝑚𝑜𝑟𝑒 𝑝𝑟𝑒𝑝𝑎𝑟𝑒𝑑 𝑡𝑜 𝑙𝑒𝑎𝑑.

These were the broad topics dissected:

📝 The IEP process from evaluations to goals, progress reports, and accommodations vs. modifications

🤝 Preparing, advocating, and negotiating effectively during IEP meetings
📂 Organizing educational files, understanding dispute resolution options, and transition planning

Each session gave us the knowledge and tools to stand stronger as advocates, not just for our own children, but 𝐟𝐨𝐫 𝐞𝐯𝐞𝐫𝐲 𝐟𝐚𝐦𝐢𝐥𝐲 𝐰𝐞 𝐬𝐞𝐫𝐯𝐞.

The use of a personal communications device can be authorized for student’s who have an educational need in order to implement the student’s IEP or 504 Plan or the student has a documented need based on directive by a qualified physician.
