MNCHA is the only trade association for the home care sector in Maryland and D.C., representing both non-profit and for-profit home care providers including:
-Medicare-certified home health agencies,
-Private duty agencies and registries,
-Home medical equipment businesses, and related businesses that provide services to providers listed above, and
-Individuals with a vested interest in the homecare community.

We are proud to recognize our Board Treasurer, Erica Clifton.

Chesapeake Home Health Care (CHHC) was founded in 2006 under Erica's leadership, and she has served as President since its inception. With a Bachelor of Science in Accounting and a nearly completed graduate degree in Accounting and Financial Management from UMGC (2026), Erica brings more than 30 years of financial and management experience to her role. Her background includes work with CPA firms, government contracting agencies, and various corporations prior to founding CHHC.

Erica is passionate about delivering consistent, high quality healthcare to the community and ensuring CHHC contributes to addressing systemic challenges within the sector. This commitment extends to her service with the Maryland National Capital Homecare Association (MNCHA), where she currently serves as Treasurer and as a member of Maryland’s IPAG Advisory Group.

We are proud to recognize our Board Vice Chair and Program Committee Chair, Marya De La Cruz Sabalbaro.

Marya currently serves as Vice President/Administrator for Home Care Services and Vice President of Business Process and Projects for Post-Acute Care Services at Adventist HealthCare. She has 20 years of experience in healthcare, with 17 of those 20 with Adventist Healthcare.

With more than 15 years of experience in business process leadership, Marya has demonstrated exceptional expertise in strategic planning, performance improvement and data analytics. Since assuming her current role in July 2021, she has achieved significant organizational outcomes, including reducing employee turnover by 20%, increasing employee engagement scores from the 32nd percentile in 2021 to the 87th percentile in 2025 and improving Value-Based Purchasing performance, surpassing the national 50th percentile by the end of 2025.

Marya holds a Six Sigma Black Belt certification and leads a team of Lean Six Sigma professionals dedicated to advancing operational excellence. Her leadership has been instrumental in driving quality improvement initiatives across Adventist HealthCare’s Post-Acute Care Services division.

In addition to her professional responsibilities, Marya is actively engaged in industry and community service. She serves as Co-Chair of the Allied Health Divisional Group with The Healthcare Council, participates in its Mentorship Program and has been an Examiner for the Baldrige Program since 2018. She also volunteers with the Marinduqueño Association of the Capital Area, supporting scholarship programs for students in the Philippines.

Marya has expressed her appreciation for MNCHA’s role in supporting home care leaders and looks forward to contributing to the Association’s mission by fostering collaboration, sharing best practices, and preparing the next generation of industry leadership.

We are proud to recognize our Board Chair and Legislative Committee Chair, Dr. William Harvey, PhD, MBA, BSN, RN.

Dr. Harvey has been honored to serve in healthcare for over 20 years, beginning his career as a nursing assistant, advancing to a registered nurse in the emergency department, and later stepping into multiple leadership roles across Medicare-certified and Medicaid-based home care agencies. Today, he serves as the Regional Director of Operations for HomeCentris Healthcare, overseeing personal care operations across Maryland and Virginia and supporting strategic expansion into new markets.

Beyond his role at HomeCentris, Dr. Harvey is deeply engaged in advocacy and systems change. After previously serving as Vice President, he now serves as the newly appointed Chair of the MNCHA Board of Directors. He was also recently appointed to Maryland’s Interested Parties Advisory Group (IPAG), collaborating with the Maryland Department of Health to help shape the future of Medicaid reimbursement and long-term services and supports in the state. In addition, he co-chairs MNCHA’s Legislative Committee, with a strong commitment to growing, engaging, and uplifting the community, while remaining actively involved across multiple MNCHA committees.

Outside of healthcare operations and advocacy, Dr. Harvey is the author of Please Don’t Leave Me, a deeply personal and professional exploration of fatherlessness, resilience, and relationship health. He views his career and Board service as an extension of servant leadership, rooted in purpose, driven by equity, and anchored in the belief that collective action creates the greatest impact.

Serving on the MNCHA Board remains one of his greatest professional honors. He is energized by the opportunities ahead and committed to helping lead this next chapter of growth and impact.
