NOTICE OF AVAILABILITY
DRAFT ENVIRONMENTAL ASSESSMENT
U.S. DEPARTMENT OF VETERANS AFFAIRS
PROPOSED CONSTRUCTION AND OPERATION OF A NEW BOILER PLANT
HERSHEL “WOODY” WILLIAMS VAMC
HUNTINGTON, WEST VIRGINIA

The U.S. Department of Veterans Affairs (VA) announces the availability of a Draft Environmental Assessment (EA) for public review and comment. The Draft EA evaluates the potential environmental effects of the proposed construction and operation of a new boiler plant at the Hershel “Woody” Williams VA Medical Center (Huntington VAMC) located at 1540 Spring Valley Drive in Huntington, West Virginia (Proposed Action). The proposed new boiler plant would be located south of Building 1W and west of Building 2 and replace the existing boiler plant located in Building 3. The new boiler plant is planned to be approximately 8,000 square feet and capable of operating on both #2 fuel oil and natural gas. The Proposed Action is needed to address aging infrastructure and meet future steam demands and the Huntington VAMC, which currently utilizes boiler plant equipment installed in 1968.

VA has prepared the Draft EA according to the National Environmental Policy Act (NEPA) of 1969 (42 U.S. Code 4321-4370h), Council on Environmental Quality NEPA guidance, and VA Implementing Regulations (38 CFR Part 26).

The Draft EA is available for review at the Ceredo-Kenova Public Library located at 1200 Oak Street, Kenova, WV and on the Huntington VAMC website at:
https://www.va.gov/huntington-health-care/programs/construction-expansion-projects/

VA will prepare and publish the Final EA following the 30-day public comment period. The public comment period ends on January 21, 2026. VA will address and incorporate relevant comments in the Final EA.

Please submit your comments on the Draft EA via email by January 21, 2026, to shannon.kern@Va.gov with the subject line “Huntington VAMC Boiler Plant Draft EA”. For additional information or questions, please contact Shannon Kern at shannon.kern@va.gov.
