The Congressional Budget Office estimates that nearly 3 million people could lose SNAP benefits in the coming years due to changes in the reconciliation bill. New work requirements are expected to reduce participation by 2.4 million people per month—often from paperwork barriers—while another 300,000 may lose benefits starting in 2028. Populations most at risk include veterans, individuals experiencing homelessness, and young adults aging out of foster care.

The bipartisan measure fully funds the Special Supplemental Nutrition Program for Women, Infants, and Children (WIC) by providing $8.2 billion for the program, a $500 million increase from FY 2025 to meet anticipated participation, while safeguarding the cash value benefit (CVB) that allows WIC participants to purchase fruits and vegetables.
