Driver Inspections

For the driver portion of an inspection, inspectors check the driver’s qualifications, license, record of duty status, medical examiner’s certificate, seat belt usage and skills performance evaluation certificate (if applicable). Inspectors also look for signs of impairment and in the U.S., they will check the driver’s status in the Drug and Alcohol Clearinghouse.

FMCSA said it is “aggressively addressing fraudulent activity” with the changes, which mark the first identity-verification requirement for the Clearinghouse. Effective April 27, five categories of new Clearinghouse users must verify their identity through a secure web application.

The requirement applies to new registrants who are:

Employers without a portal account
Consortium/third-party administrators
Medical review officers
Substance abuse professionals
Assistants invited to register under another entity

FMCSA has begun rolling out new identity-verification requirements for its Drug and Alcohol Clearinghouse aimed at curbing fraud in the online database.
