To our beloved Full Circle Family - We need your help.
Running Full Circle Retreats has always meant walking a path that doesn’t fit neatly into traditional boxes—and lately, that’s come with real challenges.
Last August, we applied for a simple permit for a new prefab shed structure. Without a site visit, a phone call, or any conversation, someone within the Citrus County building department categorized Full Circle as a commercial business. That single decision triggered nine different departmental approvals and a list of requirements that would be appropriate for a large commercial venue—but not for what we actually do here.
Those requirements included things like an internal commercial sprinkler system, a new driveway capable of supporting a 65,000-pound fire truck to the backyard yurts, rebuilding the road in front of our home, a drainage survey by SWFMD, paved parking, and full ADA access throughout the property. The costs were staggering.
The reality is this: we are licensed by the State of Florida as a vacation dwelling (Airbnb) and operate legally as such. We host small, intimate retreat groups—not corporate or large-scale commercial events. We provided documentation, explanations, and even invited the fire marshal to walk the entire property with us so he could see firsthand what we do.
After three long months of back-and-forth, without explanation, the county quietly reclassified us back to residential zoning. Just like that. No apology. No accountability. But the commercial requirements disappeared, our permit was approved, and the building was delivered. A few weeks ago, we passed final inspection. We felt relief. We felt hope.
A few days ago, that relief was shaken.
Without warning, a new county representative arrived on our property—no name badge, no identification—asking to inspect the land. She referenced the new shed (which has passed inspection), a fence we have a permit for, and several structures that existed before we ever purchased the property. That day, we were preparing to welcome 18 retreat guests, and I respectfully asked if we could reschedule. She reluctantly agreed.
That follow-up visit is scheduled for tomorrow at 10:30am.
The uncertainty, lack of communication, and constant shifting ground has been deeply stressful. We are doing our best to operate transparently, legally, and in good faith—while holding space for meaningful, healing work for others.
