🌸 Meet the Board: Caroline Phillips, Advocacy Lead 🌸

We are so excited to introduce Caroline Phillips, our Advocacy Lead, whose heart for women, families, and maternal mental health is deeply woven into everything she does.

Caroline is a Licensed Professional Counselor with a passion for supporting women and families through the perinatal season of life. With a background in nutrition and health promotion, she brings a truly holistic lens to maternal wellness. Caroline earned her Master of Science in Mental Health Counseling from Asbury Theological Seminary, where she developed a strong foundation in compassionate, evidence-based care.

As a mother of a large family, including the experience of infant loss, Caroline has a profound understanding of how pregnancy, birth, and parenting can shape a person’s mental, physical, and relational health. Her lived experience, combined with her clinical expertise, allows her to show up with deep empathy, wisdom, and authenticity.

Caroline is deeply committed to expanding access to mental health resources so that women and families feel supported, seen, and empowered as they navigate this beautiful—and often challenging—season of life.

We are grateful to have Caroline’s voice, leadership, and heart guiding our advocacy work. 💜

This week's midwife of the week is Dr. Janice T. Scaggs, DNP, CNM a distinguished midwife and Associate Professor in the Department of Obstetrics and Gynecology at the University of Mississippi Medical Center. A native of Meridian, Mississippi, Dr. Scaggs has built a remarkable career devoted to advancing maternal health through compassionate, evidence-based care. She holds a BA from Salem College, a BS in Nursing from UNC Charlotte, an MSN in midwifery from East Carolina University, and a DNP from the University of Southern Mississippi, where she was inducted into the Graduate School Hall of Fame.
Dr. Scaggs’ expertise and leadership have shaped midwifery programs across the nation, with appointments at Duke University, Vanderbilt University, East Carolina University, and in the greater Atlanta area. Her presentations at the local, state, and national levels reflect her commitment to advancing women’s health, reducing unnecessary cesarean births, and promoting physiologic labor.
At UMMC, Dr. Scaggs has been instrumental in expanding midwifery education and integrating collaborative, patient-centered care throughout the health system.
“I recognize the power and strength of women and the importance of their health in the well-being of families and communities. Collaborative, evidence-based practice with the patient at the center of their care is my focus. I approach healthcare for all persons as a compassionate partner who not only listens, but who hears.”
Dr. Scaggs’ work embodies the highest standards of midwifery excellence and leadership, inspiring colleagues, students, and communities to elevate maternal and newborn health across Mississippi and beyond.

Circle up for this tragedy for one of our own who did this work to improve black maternal health. Such a tragedy.

The American College of Nurse-Midwives mourns the devastating death of Dr. Janell Green Smith, CNM, who died from complications of childbirth. Dr. Smith was a respected midwife, scholar, and advocate whose life and work reflected a deep commitment to respectful, evidence-based, and equitable care.

That a Black midwife and maternal health expert died after giving birth in the United States is both heartbreaking and unacceptable. Her death underscores the persistent and well-documented reality that Black women—regardless of education, income, or professional expertise—face disproportionate risks during pregnancy and childbirth due to systemic racism and failures in care.

We grieve Dr. Smith’s loss and recognize it as a profound failure of the systems meant to protect birthing people. In her honor, ACNM commits not only to reaffirming our values, but to intensifying our actions to dismantle racial inequities in maternal health, strengthen accountability in care systems, and work alongside Black midwives, clinicians, and communities to prevent future tragedies.

We extend our deepest condolences to Dr. Smith’s family, loved ones, and the midwifery community. We carry her legacy forward with urgency, humility, and resolve.
