Our history: Caring Family Community Services was started in June of 2003 by Roseann Porcelli, a foster/adoptive parent who worked specifically with children with behavioral and special needs. Roseann and her husband, Tony, devoted a lot of time making sure that the children in their care received all the wraparound services needed to make them feel at home. They also continued their care of the children by making sure that services were in place when the children returned home or went on to college. Roseann was recognized for her success with foster children by DYFS, as well as the service providers.

When the first phase of the Children's Initiative (later known as the Division of Child Behavioral Health) began in Monmouth County, Roseann began working for the Family Support Organization. She later began exploring the possibility of providing wraparound services to make sure children and their families got the services that they needed. Roseann's vision became reality with the assistance of Monmouth Cares, the Monmouth County Care Management Organization. Monmouth Cares gave Roseann seed money to start a mentoring/behavioral assistance organization to provide service to the CMO children and families.

Within 10 months, Caring Family Community Services grew to the point of providing services for 50 families in Monmouth County. At that time, Caring Family Community Services was a desk in the Porcelli kitchen, where the organization was coordinated with the help of Roseann’s sons and friends.

At the start of the second year of the organization, Roseann realized that her vision could expand beyond Monmouth County and into additional services. Randy Pittman became a partner in Caring Family Community Services. Randy holds a master’s degree in both nursing and business. His education and experience in child behavioral health includes positions with both Monmouth Cares and Value Options. The new partnership allowed the agency to move into professional office space and improved the organization's ability to continue Roseann's vision.

Today Caring Family is in 14 counties. Roseann also has started a autism/respite program that has BCBAs (Board Certified Behavior Analysts), in-home ABA therapy programs across the state, and a recreation program that runs at a local church in Freehold for Special Needs children called Saturday Angels. This subject is very close to Roseann’s heart as she is raising her granddaughter with special needs that is in the Autism Spectrum.

Caring Family also continues to give back by sponsoring an after-school program at First Assembly of God Church in Freehold and donating to CMOs and other agencies for holiday gifts for families and money for scholarship programs for children to further their education.

Currently Caring Family has started to provide out-patient counseling and accepts some private insurance for both counseling and ABA therapy.
