🌟 EMERGENCY MANAGEMENT TEAM SPOTLIGHT: DEPUTY CHIEF SAM GIBSON 🌟

Today we’re honored to spotlight Deputy Chief Sam Gibson — a leader whose passion for service, community resilience, and preparedness has shaped the direction of Emergency Management for Cole County and Jefferson City.

Sam began his journey with Cole County EMS in 2020, bringing with him years of public safety experience spanning corrections, EMS, emergency departments, and even theme park safety. In June 2025, he stepped into the role of Deputy Chief of Emergency Management/Emergency Management Director, where he now leads all phases of emergency management for both the County and the City.

In this role, Sam oversees planning, preparedness, mitigation, response, and recovery initiatives; manages the Emergency Operations Center; directs disaster response activities; strengthens interagency partnerships; and leads community preparedness efforts that keep residents informed and safe. His work bridges every layer of public safety—from responders on the front lines to the residents who rely on timely alerts, clear communication, and coordinated action.

Sam brings a strong academic foundation to his leadership as well. He holds a Bachelor’s Degree in Emergency Management from Saint Louis University and a Master’s Degree in Management and Leadership from Western Governors University, blending technical expertise with strategic leadership to support our region’s evolving needs.

When asked what inspired him to work in Emergency Management, Sam shared that his years in EMS showed him how preparation and communication can change outcomes. That experience drove his desire to take a broader role—one focused not just on response, but on building a safer, stronger community before disaster ever strikes. Today, one of his favorite parts of the job is bringing agencies, organizations, and community members together for a shared mission.

Outside of work, Sam enjoys traveling, being with his family, and spending time with his pets—who he says are very much part of the family. He and his spouse are also foster parents and are currently in the process of adopting an incredible young man, a journey that has brought immense joy and pride to their lives.

It’s a philosophy that shows up in everything he leads, from planning and training to public outreach and community education.

🚨 NEW OEM TECHNOLOGY ROLL-OUT! 🚨
Cole County / Jefferson City Office of Emergency Management is excited to share a new tool we’ll be using to help keep our community informed and aware during developing incidents.

📸 What You’re Seeing in the Images Above:
These screenshots show the different views our team can now stream live to the public:

🔹 Live Feed View – You may see a real-time camera feed with or without weather warnings displayed. When active watches or warnings are issued, they will scroll across the bottom of the screen so you’ll know immediately what’s happening.

🔹 Live Radar Overlay – A current, up-to-date radar image will be displayed alongside the camera feed to give you instant situational awareness of incoming weather.

🔹 Cutaway Radar Screen – If our personnel need to temporarily stop the live camera feed for operations or safety reasons, the stream will automatically switch to a radar-only screen until we can resume the live view.

🌧️❄️⚠️ How We’ll Use This Technology:
This system will allow us to provide continuous, reliable visual updates to the public during:

• Severe weather events
• Snow and ice conditions
• Roadway hazards
• Any developing emergency situation

It’s another tool to help ensure our community stays informed and prepared.

🏛️ Supporting EOC Operations:
During an incident where our Emergency Operations Center is activated, this technology becomes even more valuable. It gives our decision-makers real-time, on-the-ground visibility into damage or ongoing situations—allowing for faster, better-informed decisions when every second counts.

❄️ Winter Weather Update – Be Prepared, Cole County! ❄️

Winter weather has started to move into our area, and conditions may become slick throughout the day. Please slow down, give yourself extra travel time, and allow plenty of distance between you and other vehicles.

✔️ Stay Weather Aware:
Keep an eye on local forecasts and updates from trusted sources. Conditions can change quickly.

✔️ If you must travel:

Take it slow and avoid sudden braking.

Keep headlights on.

Watch for bridges and overpasses—they freeze first.

Let emergency crews do their job by giving them space.

✔️ Be Prepared:
Make sure your vehicle has: blankets, water, a flashlight, a phone charger, ice scraper, and a small emergency kit.

Your safety is our priority. We’ll continue monitoring conditions and will share updates as needed.
