Almost a year ago, I wrote an email explaining that the risk of COVID-19 infection can be expressed in a simple formula:

Risk = volume of exposure + duration of exposure

If we understand this, it’s much easier to determine the relative risk of various environments and activities.

For example, being indoors in a poorly ventilated space for several hours with a large number of people who are not wearing masks would be high-risk because the volume of viral particles would be high, and the duration of exposure would be long.

But what about walking past another person with three feet of distance between you on a trail outdoors?

Applying this formula, we can clearly see that the risk would be low. The volume of exposure to viral particles is minimal because 1) you are outside, and viral particles quickly disperse in such a highly ventilated environment, and 2) you are never closer than three feet away from the person you’re passing. And, of course, the duration of exposure is extremely short—as little as a couple of seconds as you walk past the person.

Yet despite this, many towns and cities have required wearing masks outside.

You might ask, “What’s the harm in wearing a mask in situations like this? Better safe than sorry, right?”

While that’s certainly a valid question to ask, it ignores the fact that all public health interventions have a cost. Requiring people to wear masks in situations where there is no clear benefit can be demoralizing, damage trust, and deplete people’s will to comply with regulations that are more firmly grounded in science.

Allowing people to take a walk or do outdoor activities without masks can act as a “pressure release” valve that relieves stress and helps people to stay focused on more important preventative measures.

This is why I was happy to see two recent articles on this topic, one in Slate and the other in the Atlantic:

“It’s About Time for Us to Stop Wearing Masks Outside.” Briefly passing someone on the sidewalk just isn’t risky.
“Are Outdoor Mask Mandates Still Necessary?” Governments need to give Americans an off-ramp to the post-pandemic world. Ending outdoor mask requirements would be a good place to start.
These articles do a great job of summarizing the evidence on this question—which, I would argue, has been clear for at least nine months.

When the evidence changes or becomes clear, we have to be willing to reevaluate our policies and change them if necessary.

This is true for hyper-sanitization of surfaces, which we now know is not only ineffective at reducing transmission of the virus, it may do more harm than good. And I think we can now say that it’s also true for wearing masks outdoors.
